American taxpayers have sent billions of dollars to Somalia since the 1990s with almost nothing to show for it. Internal State Department reviews have repeatedly found that funds were diverted to corrupt officials, al-Shabaab-linked actors, and outright fraud rings. Rubio is the first Secretary of State in a generation willing to put a permanent end to the whole program. Long overdue is an understatement.
