Somerville Board approves speed limit changes on streets

The Somerville Board met on Monday, Oct. 13, with Mayor Ronnie Neill, Vice-Mayor Sandra Myers, and Aldermen Mike French, Zach Bryson, and James Lofties present.
Consent Agenda
There were several items on the consent agenda that were approved. They are as follows:
• The emergency purchase for the repair of the Trane unit for the UT Martin Somerville Center at $6,383.77. This repair has been completed.
• The list of nominees and their initial terms in office for the Somerville Art Gallery Advisory Committee. This is the first SAG Advisory Committee. The nominees are Nysha Nelson, Jim Henderson, Beth Bryson, Jamie Dalby, and Angel Hubbard.
• Hiring a firefighter with the understanding that they have three years to become an Advanced EMT. The Fire Department has advertised for an AEMT firefighter for over six weeks. There have not been any qualified applicants. This will allow the Fire Department to hire a firefighter with the understanding that they must be a certified Advanced EMT within three years of the date of hire.
• The emergency repair of $6,561.52 for the ladder truck for the Fire Department. This repair exceeded the town's spending limit.
• The purchase of a new Chevy Silverado pickup truck at $48,954.40 for the Gas Department, on state contract. This purchase is budgeted for $50,000.
• The emergency purchase at $15,224.72 of new rails and other parts for Pump number No. 2 for the Treadville Creek lift station. Some parts for this purchase were not available and had to be manufactured.
Other Business
Ordinance 2025-008 is a budget amendment on second reading. City administrator Bob Turner stated this change gives them an $18,641 deficit for the year so far. This was approved.
Ordinance 2025-009 is to establish speed limits on various town streets. Turner said they went through each subdivision and provided a list of the streets to be changed to 20 mph. They are as follows: Azalea Drive (Hedge Rose), Azalea Cove (Hedge Rose), Brook Field Drive (Bluff Creek), Buttercup Drive (Hedge Rose), Cedar Hill Cove (Woodbridge), Charles Circle (Meadows), Clematis Drive (Hedge Rose), Creek Side Cove (Bluff Creek), Creek Side Drive (Bluff Creek), Creek View Cove (Bluff Creek), Daisy Drive (Hedge Rose), Deerfield Cove (Woodbridge), Hedge Rose Boulevard (Hedge Rose), Inez Cove (Glengary), Inez Street (Glengary), Jacob Court (Meadows), Leanne Cove (Glengary), Lilac Cove (Hedge Rose), Meadowland Lane (Meadows), Misty Cheri Lane (Meadows), Pearl Drive (Glengary), Primrose Lane (Hedge Rose), Rebecca Cove (Glengary), Sydney Circle (Meadows), Thompson Drive (Woodbridge), Woodbridge Cove (Woodbridge), Woodbridge Road (Woodbridge), and Zinnia Cove (Hedge Rose).
Turner stated some of the streets are at 25 mph or at 30 mph before this change. Alderman Mike French asked what about Robertson Drive, Rolling Oaks Drive, and Flippin. Mayor Neill said we can certainly add them if you want to. City operations manager Franklin Stanford told the board that Robertson and Rolling Oaks are set at 15 mph. Neill said the roads here where we are meeting, Lakeview Drive, Meadow Lane, and Meadow Lake, should probably be added since they are set at 25 mph. They can be added for next month's second reading.
Mayor Neill said he has heard a rumor that TDOT will lower the speed limit on Hwy 64 to 55 mph and we probably need to look at some areas like Warren Road where the hospital will be built. The board then approved the ordinance on first reading.
The board voted to sell two police vehicles to the Hardeman County Sheriff's Department at $13,000. One is a 2012 Chevy Tahoe sold at $4,000 and the other is a 2015 Chevy Tahoe at $9,000.
Last was to appoint an alderman representative to serve on the Somerville Art Gallery advisory committee. Vice-Mayor Sandra Myers agreed to serve and the board gave their approval. The committee meets on the third Tuesday of the month at 2 pm and the meetings are open to the public. The meeting was then adjourned.
