Terrence Sturdivant, a City of DeLand police officer, was brought before the FDLE CJST Commission for grand theft via timecard fraud.

FDLE’s own description: “Grand Theft – timecard fraud/abuse (05-05-2023 to 01-03-2024).”

The allegation? Stealing taxpayer money while on duty.

No criminal charges. No court case. Instead, the commission recommended 180 days suspension and one year probation.

For the public, grand theft and official misconduct can mean 5 to 30 years in prison.

For them?
A timeout.

For everyone else?
A life sentence.

Just arrested - A longtime Sanford police officer has been arrested following a financial investigation that uncovered an alleged off-duty detail fraud scheme.

Sanford police announced December 16, 2025, that Ronny Neal was arrested on 79 counts of Official Misconduct, all third-degree felonies, and one count of Organized Fraud, a second-degree felony.

The investigation began in July 2024 after the City of Sanford Finance Department identified discrepancies and unpaid vendor accounts connected to police off-duty details. Neal, who served as the Off-Duty Detail Coordinator, failed to provide sufficient documentation to reconcile the accounts despite repeated requests.

A criminal investigation was launched in November 2025 after officials determined the discrepancies could be criminal. Investigators allege that between October 2023 and July 2024, Neal created fictitious off-duty details and billed the city for work that was never performed. He was placed on administrative leave December 9, 2025.

Neal had been employed by the Sanford Police Department since 2003 and was assigned to the Professional Standards Unit at the time of the alleged offenses. The investigation remains ongoing, and additional charges are possible.

While out to dinner tonight, we specifically and respectfully requested not to have a particular former law-enforcement officer serve our table.

The establishment acknowledged the request and agreed to accommodate it. Despite that, the individual was still assigned as our server.

However, upon leaving the establishment, I was politely confronted by that individual, who addressed me by name (“Hey Mark”) and proceeded to question me about how I knew certain information about them.

That was likely the wrong thing to do. I don’t reveal any of my source.

An investigation is underway for all of the participants of what we called a cover-up with the City of South Daytona - Government Police Department. The Volusia Sheriff is apparently heading it, according to the new Chief of the agency.

The original story involved a cop was allegedly texting a child for 41 days straight and what parents felt was stalking her. This was coincidentally followed by sudden resignations by top brass that included the Chief, Mark Cheatham, the Deputy Chief Steven Pignataro, Captain Brian Craig, and the Subject officer.

These resignations were a SHOCK to the agency employees as they heard no plans to retire, then "the next day they were gone."

When I worked at the agency, there were retirement parties for departing employees. Simple as a cake, or a lunch, and everyone came by the police department. NONE for these, according to several cops at the agency.
