Parking Ban in Portland tonight!

A Citywide Parking Ban is in effect beginning at 10:00 PM Sunday, January 7 and ending at 6:00 AM on Monday, January 8. Vehicles left on city streets after 10:00 PM tonight can be towed at the owner’s expense.

For this storm only, the City is extending the snow ban parking rate hours at the two garages it operates - the Spring Street Garage and the Elm Street Garage. Anyone who enters after 8 AM today and leaves by 8 AM on Monday will pay a flat rate of $3.

Parking Alert: We are not declaring an official parking ban tonight, Saturday, January 6, but instead asking for voluntary compliance by asking residents to park off-street if they are able to in order to allow crews to keep streets clear overnight. Given that Portland is expected to receive 8-12 inches of snow, we do expect we will need to call a city-wide parking ban for the evening of Sunday, January 7. Yesterday evening at approximately 5:12 PM, Westbrook Maine Public Safety Communications received a 911 call reporting a structure fire at a residence on Bridgton Road (Route 302). The Westbrook Fire Department responded and confirmed there was a working structure fire. Westbrook FD was able to quickly contain and extinguish the fire. There were no injuries from the fire.

During this time, information was received that the fire may have been intentionally set. Westbrook Police Officers responded, and quickly located the suspect. Additional Westbrook PD investigative units were called in to investigate.

As a result of the investigation, Raikuez Melchoirre, a 47 year old male from Westbrook, was arrested and charged with Arson and Aggravated Criminal Mischief. He was also arrested on two unrelated arrest warrants. He was transported to the Cumberland County Jail.

Waterville Murder Suspect in Custody in Arkansas

On Sunday, December 31, 2023, at 12:58 am, Maine State Police Major Crime Unit Detectives were notified that the Flippin Police Department in Flippin, Arkansas made contact with 20-year-old Spridal Hubiak of Waterville as he was sleeping in a parking lot in the town of Flippin. During the encounter with police, Hubiak fled in the black 2010 Ford Ta**us he was driving and a chase ensued. Area agencies assisted with the chase that ended on Highway 65 in Boone County after Troopers with the Arkansas State Police were able to deploy spike mats. When the vehicle Hubiak was driving became disabled, Hubiak exited the vehicle with a rifle and shots were fired. Hubiak was injured. Detailed information about the shooting incident is not being released at this time and is being investigated by the Arkansas State Police. Hubiak was transported by life flight to a medical facility in Green County, Missouri where he is receiving medical treatment. The condition of Hubiak is currently unknown but he is expected to live. Maine State Police Detectives continue to be in contact with the Boone County Sheriff’s Department and the Arkansas State Police and are coordinating investigative efforts. An arrest warrant had been issued for Hubiak for the December 28, 2023 murder of 52-year-old Angela Bragg of Waterville. Hubiak and Bragg were co-workers at Damon’s Beverage in Waterville.

UPDATE:
On Thursday, December 28, 2023, at approximately 4:34 am, the Waterville Police Department responded to a call at Damon’s Beverage on Jefferson Street in Waterville where an employee of the business discovered the body of a deceased co-worker inside. Waterville Police called the Maine State Police Major Crimes Unit for assistance. The body was taken to the Office of Chief Medical Examiner in Augusta where an autopsy will be conducted on Friday. The name of the deceased is currently being withheld. Investigators developed a person of interest in the death, 20-year-old Spirdal Hubiak of Waterville who was an employee at Damon’s Beverage. A warrant for murder has been issued for his arrest. Hubiak is operating a Black 2010 Ford Ta**us bearing Maine plate 4666ZR. Investigators believe Hubiak has left the state and efforts to locate him are under way. Anyone with information on Hubiak’s location is encouraged to contact the Maine State Police Major Crimes Unit at 207.624.7076 or the Waterville Police Department at 207.680.4700

PUBLIC AWARENESS ALERT:
The Maine State Police is asking the public to be on the lookout for a person of interest in a death investigation in Waterville. The person is a white male in his early twenties with dark hair and possibly armed. He is driving a 2010 black Ford Ta**us with Maine registration plate 4666ZR. If you see this individual and/or vehicle, do not approach please call the Maine State Police at 207.624.7076 or the Waterville Police Department at 207.680.4700.
