Press Release- Eluding- Aggravated Assault on Police …

On Thursday, July 17, 2025, at 3:46 PM, the Lacey Township Police Department received a report of a Silver Hyundai Tucson bearing New Jersey Registration traveling south on Route 9 in the area of Lacey Road. The caller reported the driver was actively drinking alcohol from a bottle and swerving in and out of traffic. The caller continued to follow the vehicle, updating officers as they responded, reporting that the vehicle had struck a curb as it turned onto Beach Blvd , nearly causing several head-on collisions while traveling in the wrong lane on Beach Blvd. The caller then reported the vehicle turned around on Orlando Drive, struck the caller’s vehicle, and then fled the area at a high rate of speed toward Route 9 as officers began to flood the area. While officers were searching for the vehicle in the area, there was a report of the same vehicle traveling at a high rate of speed, passing other motorists on the shoulder of Lacey Road.

A Lacey Township Police Detective located the vehicle and conducted a motor vehicle stop in the parking lot of 1044 Lacey Road, BaCorp. While the detective attempted to make contact with the driver, the vehicle fled, colliding with detective’s vehicle. The vehicle then fled at a high rate eastbound in the westbound lane on Lacey Road, colliding with another Lacey Township patrol vehicle. The suspect vehicle continued to flee, then turned into the Barnegat Pines, where pursuit efforts were immediately terminated.

The driver of the suspect vehicle continued to operate the vehicle recklessly, without officers in pursuit. The vehicle then crossed Lacey Road into Cranbury Hill, emerged back onto Lacey Road, where Officers again attempted to stop him. The driver continued operating the vehicle at a high rate of speed, then turned onto Municipal Lane and into the parking lot of the Lacey Township Recreation Department. The vehicle nearly struck several more patrol vehicles as it went over the curb into the culvert, becoming airborne and landing back into the roadway. The vehicle then travelled at a high rate of speed through police headquarters, across Lacey Road and onto Arlington Avenue. As the pursuit was about to be terminated in the residential area, the suspect vehicle’s wheels became disabled from the collision with the culvert. The vehicle then collided with a utility pole at Arlington Avenue and Lakeside Drive North. The driver then fled on foot into the wooded area and jumped into Deerhead Lake where officers apprehended him.

The driver was identified as 33-year-old Ronald Banilov of Ridgeway Road in Manchester, NJ. Further investigation revealed he had taken the vehicle without consent and was operating while intoxicated.Banilov was charged on a warrant with 2nd Degree Eluding Police in a Motor Vehicle, Two Counts of Aggravated Assault on Law Enforcement, Resisting Arrest by Flight, Resisting Arrest, Obstruction, Five Counts of Criminal Mischief, Two Counts of Trespassing, and Taking a Motor Vehicle Without Consent. He was also issued several motor vehicle summons including but not limited to DWI, Refusal to Submit to Breath Testing, Failure to Have an Interlock Device, Driving While Suspended, Six Counts of Reckless Driving, Five Counts of Leaving the Scene of a Crash, Five Counts of Failure to Report a Crash, Three Counts of Speeding, Driving over a Sidewalk, Failure to Observe Traffic Signal, Failure to Observe Stop Sign, Failure to Keep Right, and Careless Driving.

He was also issued a Municipal Ordinance Violation for Swimming in the Lake Without a Beach Badge.

Banilov was transported to Ocean County Jail.

On Tuesday, July 15, 2025 at approximately 4:28pm, Officers of the Lacey Township Police Department conducted a motor vehicle stop at a Lacey Road business parking lot near Newark Avenue. The driver of the vehicle was identified as 27-year-old Brooke I. Mathews of Forked River. During the stop, Brooke Mathews attempted to flee by driving her vehicle in reverse, striking a Lacey Township Police Department Officer and a vehicle. Brooke Mathews then sped forward around Officers and proceeded onto Lacey Road where she struck a civilian’s vehicle in traffic and continued to flee the scene. Brooke Mathews ultimately drove to her Forked River residence before continuing to flee the area on foot. After searching the area, Brooke Mathews was located and arrested. Brooke Mathews was also found to have an active No Bail warrant out of the Ocean County Sheriff’s Department.
Brooke Mathews was charged on a Criminal Warrant with Eluding, Aggravated Assault, Obstructing the Administration of Law, along with several counts of Motor Vehicle Violations including Reckless Driving, Leaving the Scene of an Accident, Failure to Report an Accident, and Failure to Stop.
Brooke Mathews was then transported to and lodged in Ocean County Correctional Facility.
Although vehicles did sustain damage from Brooke Mathews reckless driving, no injuries were reported in either crash, and the Officer struck was uninjured.
Members of the Ocean County Prosecutors' Office Narcotics Strike Force Unit and the Ocean County Sheriff’s Department K-9 Unit assisted with the investigation.

News Release

On Thursday, July 17, 2025 at approximately 08:10am, Officers of the Lacey Township Police Department responded to Lacey Road for a report of a Road Rage Incident involving a male suspect who exited his vehicle, brandished a firearm, shot at the victim’s vehicle causing damage, and then fled the area in his vehicle. Officers began a systematic search of the area for the suspect as other Officers met with the victim who did not sustain any injuries. Evidence of vehicle damage consistent with a projectile strike was located on the victim’s vehicle.

During this, Officers located the suspect at a Route 9 business parking lot in Lanoka Harbor. During the course of the investigation the suspect, 39 year old Paul R. Cacciola, of Bayville, NJ, was placed under arrest and a black pistol which he possessed was seized.

Paul R. Cacciola was charged on a Criminal Warrant with Certain Person Not to Have a Weapon, Unlawful Possession of a Weapon, Possession of a Weapon for Unlawful Purpose, Terroristic Threats, Criminal Mischief, and Interference with Transportation. Paul R. Cacciola was then transported to and lodged in the Ocean County Correctional Facility.

Members of the Ocean County Sheriff’s Department Crime Scene Investigation (CSI) Unit assisted in the investigation.

TOMS RIVER MAN PLEADS GUILTY TO
BEING A CERTAIN PERSON NOT TO POSSESS A WEAPON
Ocean County Prosecutor Bradley D. Billhimer announced that on July 15, 2025, Amir Reid, 32, of Toms River, pled guilty to being a Certain Person Not to Possess a Firearm before the Honorable Kimarie Rahill, J.S.C., in connection with an incident that occurred in South Toms River on July 2, 2023. At the time of his sentencing on September 19, 2025, the State will be seeking a term of seven years New Jersey State Prison with a five year term of parole ineligibility.
On July 2, 2023, at approximately 5:20 p.m., Officers from the South Toms River Police Department performed a New Jersey Motor Vehicle Commission inquiry on a 2016 Chevrolet Impala which was parked at the Wawa convenience store. The inquiry revealed that the registration of the vehicle was expired. As the vehicle exited the store, Officers effectuated a motor vehicle stop on the vehicle and discovered that Reid was operating the vehicle with a male passenger. Reid was unable to provide Officers with valid proof of registration or insurance. Officers ordered both occupants to exit the vehicle, while the South Toms River Police Department Narcotics Detection K-9 Unit did an open-air sniff of the vehicle. The K-9 provided a positive alert for narcotics. A subsequent search of the vehicle yielded a quantity of Methamphetamine and a loaded 9mm Ta**us semi-automatic handgun. Further investigation revealed that Reid had a prior conviction for Unlawful Possession of a Firearm – making him a certain person never to lawfully possess a firearm. Both Reid and the passenger of the vehicle were taken into custody and charged accordingly. They were transported to the Ocean County Jail and subsequently released as a consequence of New Jersey Bail Reform.
At the time of his guilty plea, Reid exonerated the passenger from any wrongdoing and the charges against that individual have been dismissed in the interests of justice.
Prosecutor Billhimer acknowledges the diligent efforts of Assistant Prosecutor Lynn Juan who is handling the case on behalf of the State, and commends the South Toms River Police Department and South Toms River Police Department K-9 Unit for their efforts in connection with this investigation.
