SPENCER — In two weeks, Selectmen in Spencer will consider a new policy on automated license plate readers as the issue of Flock cameras has generated debate across Massachusetts and the country. On August 31, Police Chief Michael Befford and Lt. Patrick Waugh clarified that unlike stationary Flock cameras that collect and share broad data whether or not a crime has been committed, the Spencer police department has two cruiser-mounted license plate readers funded by a 2021 federal grant....

SPENCER — At its recent meeting, the Board of Selectmen heard about a police department drone policy and voted unanimously to pursue a waiver that prohibits ma*****na from being delivered to town. Police Chief Michael Befford and Lt. Patrick Waugh talked about a proposed Small Unmanned Aircraft Systems policy that addresses training as well as data collection and retention. Superintendent Paul Haughey resigns effective Aug. 30

SPENCER/EAST BROOKFIELD - During a special meeting on August 24, the Spencer-East Brookfield School Committee voted unanimously to accept the resignation of Superintendent Paul Haughey, effective August 30. Members also voted unanimously to appoint Gary Suter, (the business manager) as interim superintendent effective immediately. Chair Jeffrey Sauvageau thanked Haughey for his eight years of service to the district, noting he led them through the high school project, “You brought us through COVID, you brought us through so many challenges,” he said....

CommunityScale to review and update zoning bylaws

SPENCER - On August 11, Selectmen voted to approve a contract with CommunityScale to review and update zoning bylaws and subdivision regulations. Town Planner Vivian Poplawski told the board she recommended CommunityScale following a review of evaluation criteria from four proposals. Additionally, input from the Zoning Board of Appeals and Planning Board agreed with that recommendation. Poplawski said funding for the contract would come from a $50,000 grant from the Executive Office of Energy and Environmental Affairs....
