When crossing the Rappahannock River when driving southbound on Interstate 95, a large advertisement sign can be viewed above the Quarry Lake. There also is a sign along the cliff face of the Quarry, ... a sign of erosion. Is there a needed concern that, if the Option A River Crossing is constructed, what the erosion result will be, over time, of the estimated over 31,000 vehicles driving in that location, about 60 yards away from the Quarry?

Traffic Noise Impacts. No matter where the proposed Rappahannock River Bridge and Parkway is located, (if ever), 40,000 vehicles per day will certainly create some noise. Everyone would rather not hear it. Some already do hear I-95 and/or Route 17, or both, ... add to that the noise increase if the new Parkway is constructed only a few of hundred feet from your home? We've all waited at traffic lights, waiting for the light to change. Sometimes that wait seems to take forever. Did you know that those delays at intersections have a ranking known as Level of Service, (LOS), based on the number of seconds you might have to wait? As part of the River Crossing Study, modeling was done for future congestion at 25 different intersections. The results were presented to the attendees at the November 20th meeting and are viewable online. The data that was presented was at very least, misleading and disingenuous. Here's a thorough analysis that clearly identifies that, on average, the delays of intersections are equal for all five Bridge and Parkway options, and no single option should be ranked better than another using this information. When your time waiting, on average, differs less than a single solitary second, when compared to any of the other Bridge/Parkway Options, then NO Option is better than another Option. Does anyone in our region care about getting to their destination quickly? Makes sense that if vehicles can get from Point A to Point B faster, then they are not contributing to congestion quite as much. The TRAVEL TIMES for the five proposed Rappahannock River Bridge and Parkway options had been modeled, but unfortunately that info was not posted on any of the sign boards presented at the November 20th Public Meeting or included in the presentation thats online. WELL, HERE IS THAT INFORMATION along with an analysis of what the modeled TRAVEL TIMES identify. Kind of wish that this important bit of info had made it out to the public before they started filling out their surveys for the Bridge Crossings. Land is being cleared for a potential future Industrial Park at the end of Commerce Parkway, just off of Route 17. However, information about this action is next to impossible to obtain. Commerce Parkway has great significance and certainly has been receiving attention as of late. Access to the rezoned Belmont Park, site of a the new Vulcan Concrete Plant, and the planned primary access route to several of the potential roadways leading to a Rappahannock River Bridge.

Finally, some reporting. Seems like ages ago that the Public Hearing took place. Not the outcome that was desired, especially after the developer related his severe disappointment that his vision of athletic fields and indoor facilities never came to be. However, with only one business tapped to occupy one building, nearly 100 acres still has no takers. Thus, the potential to provide much needed athletic opportunities for our region still exists. What will it take to achieve that, … communication and effort from our Supervisors to county staff to begin the process toward creating a partnership with the objective being to create a proper location for both our parks and rec needs and a destination for those outside the county to visit and spend money here.

Stafford’s Board of Supervisors approved a rezoning request for 133 acres from Residential to Industrial at their July 2 meeting.

If M-1 rezoning in the Belmont Park project is approved, the Developer will obtain many varied By-Right opportunities to do what he wants with that land, and the County will have lost any potential kind of control over what use is selected. Similarly, the Route /Eskimo Hill/American Legion intersection is M-1 zoned space, and it is neither pretty, functional, or provides any benefit to the citizens of Stafford County. The Belmont Park land might meet the same fate.

This summary type post includes updated data from recent county documents. (LIMITED AUDIO). There are still concerns with the improved Building Setbacks. Is $3 million for 132 acres a lot? Any Guarantee what will be built? Agricultural Land rezoned to Heavy Industrial? Six different plans within a 2-year period? Hows the search for occupants and flex buildings going? Is this a "If you build it they will come" movie? Can anyone say ATC (Part 2)? "Conceptual in Nature" vs. usual definitive projects usually within rezoning applications. Are the proffers as complete or effective as need be? Comp Plan irregularities? Conflict with potential new River Parkway? How much revenue without Full Build Out? Is this a moneymaker?
