STOCKTON - According to the San Joaquin County Sheriff’s Office, a drive-by shooting occurred yesterday March 17 around 5:30 p.m. near Oro Ave. And E. Main St.

Officials received reports of a drive-by shooting at the location of a vigil being held.

Five individuals were shot. The San Joaquin County Sheriff’s Office stated “all were uncooperative with the deputies on scene.”

The injuries were reported as non-life threatening, and all five were released from a local hospital. No further information was reported.

No suspect or motive has been identified.

The Police Department and San Joaquin County Sheriff’s Office release statements regarding California’s new “Limited Stay at Home Order”

STOCKTON – The Stockton Police Department and the San Joaquin County Sheriff’s Office have released statements regarding California’s curfew order that was announced earlier this week. It is unclear if the departments will enforce the new order.

The SJ County Sheriff’s Office released a video message following an outpour of confusion from the community as to how this order would impact citizens.

Sheriff Patrick Withrow appeared in the video message to clarify how the officials would carry out this order. He stated:

“Here in San Joaquin County, we’re going to do what we’ve always done. We’re going to enforce this through education. [This] doesn’t change anything that we do.”

UPDATE: 2-month old boy dies, father now faces murder charges

STOCKTON - Officials have reported the 2-month old baby admitted to UC Davis Medical Center for life-threatening injuries has now died. Medical staff previously stated that the infant had injuries consistent with child abuse and was in critical condition.

The child’s father, Matthew Garcia (24), was initially taken into custody as a suspect. Garcia has since been released early as part of California’s effort to decrease coronavirus cases in state prisons.

He now faces charges including child abuse resulting in death, child endangerment, and murder.

In a statements, the DA’s office said they were not notified of Garcia’s early release. He is now on parole and is scheduled for an arraignment.

BREAKING: According to an update from the San Joaquin County Registrar of Voters Office, Kevin Lincoln has a lead of 11,547 votes. The ROV also reports there are a total of 7,500 remaining ballots to count.

Kevin Lincoln has been elected as City of Stockton mayor.

CALIFORNIA - In a news release Monday morning, Gov. Gavin Newsom announced California would be taking immediate action following a spike in Coronavirus cases and deaths.

San Joaquin County is one of the many counties that are now required to implement strict and immediate guidelines.

The vast majority of California, 94.1% of the population, has now entered the purple, or “widespread” tier - stricter guidelines and more public health regulations.

This brings a closure to indoor dining, gyms, movie theater, and other non-essential businesses. These operations must now shut down within 24 hours.

In his announcement, the governor stated this is the “fastest increase California has seen.”

The tier status will be re-evaluated in two weeks.

SAN JOAQUIN COUNTY -
As of November 14, 2020 San Joaquin County has had a total of 23,517 confirmed COVID-19 cases and 501 related deaths. There have been 21,669 reported recovered cases.

The county is currently in tier 2 of California’s reopening system, Blueprint for a Safer Economy. However, with the current upward trend of cases and infection rate – San Joaquin County is on track to become “widespread” in the state system. This will bring the closure of many non-essential business and operations, including indoor dining.

San Joaquin County ICUs are currently operating at 104% capacity. Approximately 20% of 103 total ICU beds in the county are being used for patients who have tested positive for coronavirus.

According the SJ Public Health Department, outbreaks have come from the following settings:

Community settings 56.6% – examples: offices, warehouses, schools
Congregate settings 29.5% – examples: group homes, jails, shelters
Skilled Nursing Facilities 13.9%

STOCKTON – According to SPD, Stockton resident Matthew Garcia (24) has been arrested for child abuse in an ongoing investigation.

The Stockton Police Department received a call on November 11, 2020 regarding a 2-month old boy in critical condition at UC Davis Medical Center. Staff at the medical center stated the injuries were consistent with child abuse and the infant was “not expected to survive.”

After conducting an investigation, SPD determined the abuse was from the infant’s father, Matthew Garcia. They also reported this incident happened near the 2600 block of E. Marsh Street.

The child remains in pediatric intensive care at the hospital. No other information was reported.

– On Thursday November 12, 2020, the Diocese of Stockton released an updated list of clergy members accused of sexual abuse. This updated list included 29 new additions from 2017 when the list was first created.

After reviewing 850 clergy files, the Diocese reported there were 29 new additions – 27 priests and two religious order brothers. These new additions include clergy who “served in the Diocese of Stockton [and] faced credible accusations of sexual abuse of minors.”

CHP Officer injured in multiple vehicle collision

– A California Highway Patrol officer was recently hospitalized due to a multiple vehicle collision. The incident took place on Northbound Highway 99 near Arch Road.

It was Monday November 9th around noon when the officer was on duty using a speedometer to monitor passing cars. The officer was off to the side when two cars collided in the road. One of the vehicles overturned and struck the officer, as well as his CHP motorcycle.

– The San Joaquin County Sheriff’s office has arrested a massage therapist for several felony sexual assault charges.

Authorities stated there was an ongoing investigation into 53-year old Emiliano Canada-Vargas prior to the arrest. On Tuesday November 10th, he was served a search warrant near the 1900 block of East 9th street and brought into custody.

His bail was posted at $540,000 and he is scheduled to have a court date this coming Thursday.

Officials state that Canada-Vargas was a “well known” member of the community. His business has been in operation for over 30 years – despite him having no formal training as a massage therapist.
