Hopkins County Sheriff's Office Arrests Two Plano Residents for Elder Exploitation

SULPHUR SPRINGS, TEXAS – On Monday, August 18, 2025, the Hopkins County Sheriff's Office began investigating a case involving the financial exploitation of an elderly victim who had been scammed out of a substantial amount of money. The suspects allegedly convinced the victim that his financial accounts had been hacked and that he needed to provide money to a "courier" as part of a fake FTD insurance arrangement.

The investigation, led by Investigator Richard Brantley, uncovered a scheme involving two Chinese nationals living in Plano, Texas. On Thursday, August 28, 2025, with the assistance of Chief Investigator Russell, Investigator Shea Shaw, Investigator Chris Baumann, and the Plano Police Department, a search warrant was executed at the suspects’ residence in Plano.

During the search, investigators recovered multiple pieces of evidence connecting the suspects to the exploitation scheme. Additionally, they located more than 4 grams (but less than 200 grams) of suspected ketamine, a controlled substance.

Two individuals were taken into custody and charged with exploitation of the elderly and disabled:

• Chih Hao Chang – Male
• Fujie Shi – Male

“This case is a stark reminder of the sophisticated tactics criminals use to prey on vulnerable members of our community,” stated Sheriff Lewis Tatum. “We urge everyone to remain vigilant. If someone asks you for money and you're not absolutely certain about it, contact local law enforcement or your financial institution immediately.”

The Hopkins County Sheriff's Office reaffirmed its commitment to protecting residents from scams and financial exploitation.

DWI Arrest Reported in Hopkins County: Man Faces First Offense Charge

Hopkins County, TX – On August 28, 2025, at approximately 3:04 a.m., law enforcement officers conducted a traffic stop that led to the arrest of Sean Adam Dowden, age 47, for Driving While Intoxicated (1st Offense).

According to the arrest affidavit, officers observed signs of intoxication, including open containers of alcohol in plain view. Dowden admitted to drinking and was asked to perform standardized field sobriety tests. Based on his behavior and performance, it was determined he lacked the physical and mental capacity to safely operate a motor vehicle.

The arresting officer, Green, placed Dowden into custody and transported him to Hopkins County Jail without incident. He consented to a blood draw for analysis after receiving a DIC-24 statutory warning. Medical personnel at Christus Mother Frances Hospital performed the blood draw prior to his booking.

Dowden was formally charged with:
• DWI 1st (MB) – Driving While Intoxicated, First Offense

The arrest was executed by the Sulphur Springs Police Department (SSPD).

DWI Arrest in Hopkins County: High BAC and Open Container Charge Filed

Hopkins County, TX – On August 26, 2025, at approximately 1:50 a.m., deputies with the Hopkins County Sheriff’s Office conducted a traffic stop that led to the arrest of Juan Carlos Luna-Almendariz, 49, on serious DWI-related charges.

According to the official arrest affidavit, deputies observed signs of alcohol use including a strong odor of alcohol and a spilled liquid on the vehicle’s center console. Standardized Field Sobriety Tests (SFSTs) were administered, and Luna-Almendariz partially refused participation. He was then transported to the Hopkins County Jail.

Subsequent breath analysis revealed a Blood Alcohol Concentration (BAC) of 0.260, significantly exceeding the legal limit. He was booked on the following charge:

• DWI with open container BAC >= 0.15 (MA)

Arresting deputy, Moore, filed the report and initiated the booking. Luna-Almendariz was held pending bond and further legal proceedings.

Sulphur Springs Crash Leads to DWI Arrest; 19-Year-Old Booked After Breath Test

SULPHUR SPRINGS, TX — A crash investigation near Bellview Street and South Moore Street on Monday, Aug. 25, 2025 led to the arrest of Devon Desean Cork, 19, according to a Sulphur Springs Police Department arrest report.

Officers responded at about 7:36 p.m. to a motor vehicle crash. The affidavit states that Cork later admitted to consuming alcoholic beverages. Standardized field sobriety tests were administered, and Cork was taken into custody and transported to the Hopkins County Jail. Police say Cork consented to a breath test, which yielded 0.097 and 0.100 BAC results. He was booked at approximately 8:09 p.m.

• Speeding 10% or More Over Posted Speed — Hopkins County Sheriff’s Office (warrant served)

Sulphur Springs Traffic Stop Leads to M**h Seizure and Arrest for Test-Faking Devices

SULPHUR SPRINGS, TX — A nighttime traffic stop at Jarbo Ct and Cranford St on August 23, 2025 led to the arrest of Patrick Shane Davis, 30, after officers reported finding suspected methamphetamine and multiple items used to falsify drug tests.

According to an arrest affidavit, a Sulphur Springs Police Department officer initiated the stop for a traffic violation around 8:51 p.m. During contact with Davis, the officer obtained consent to check a backpack and located a THC v**e pen. A subsequent probable-cause search of the vehicle uncovered a clear container believed to be fake urine. Investigators also reported finding a second fake-urine container concealed with a hand-warmer heating pad—items commonly associated with attempts to defeat drug screenings.

After Davis was taken into custody and transported to the Hopkins County Jail, officers say a small white container was discovered during dress-out procedures, along with a cut straw showing residue. The substance field-tested positive for methamphetamine with an approximate total weight of 1 gram, the affidavit states.

Walmart Price-Switching Case Leads to Arrest and Warrants in Sulphur Springs

According to a Sulphur Springs Police Department arrest report, Ezequiel Noel Adame, 26, was taken into custody the evening of Saturday, August 23, 2025, following a reported retail theft at the Walmart located at 1750 S. Broadway.

Loss prevention told officers the suspect allegedly swapped price tags on a package of steaks and a bag of charcoal, went through a self-checkout, and passed the last point of sale. Store staff detained the individual until police arrived. The affidavit lists the total loss as $55.98.

Officers say a records check showed Adame had multiple outstanding warrants through Sulphur Springs Police. He was arrested, issued a criminal trespass warning for the property, and transported to the Hopkins County Jail where he was booked without incident.

On August 23, 2025, Sulphur Springs Police responded to a late-night crash on MLK Jr. Drive. While several occupants of the vehicle fled the scene, 18-year-old Braydyn Seth Miller stayed behind and cooperated fully with officers.
