C.J. Jordan is appointed as Rocky Mount’s New Assistant City Manager
City Manager Elton Daniels is pleased to announce the appointment of C.J. Jordan as the City’s new Assistant City Manager, effective January 5, 2026. Jordan fills the position Daniels vacated when he was promoted to City Manager in April of this year.
Jordan brings more than 10 years of leadership experience spanning city, county, and state government. He earned his bachelor’s degree in Sociology from Fayetteville State University and a Master of Public Administration from Arkansas State University. Jordan is also a graduate of the UNC School of Government’s Municipal and County Administration executive program.
C.J. Jordan currently serves as Director of the Office of Continuous Improvement (OCI) at the North Carolina Department of Environmental Quality (DEQ), where he oversees the planning, performance, and delivery of more than $4.1 billion in state and federal infrastructure investments that strengthen communities across North Carolina. Before his current role, Jordan served as Chief of Staff at DEQ. In that capacity, he played a key role in advancing major departmental initiatives, including establishing the Circular Economy Council and designing and implementing DEQ’s strategic transformation framework.
Daniels expressed enthusiasm about the appointment: “C.J. brings an exceptional blend of strategic insight, operational excellence, and proven leadership across multiple levels of government,” said Daniels. “His experience managing complex initiatives and driving performance-based outcomes will be a tremendous asset as Rocky Mount continues to move forward.”
Daniels continued: “C.J.’s commitment to effective governance and community impact aligns perfectly with our vision for the City. I am excited to welcome him to our team and look forward to the positive contributions he will make for our residents and organization.”
Jordan expressed his appreciation and excitement about taking on this new leadership role:

As Assistant City Manager, Jordan will support the City Manager in overseeing municipal operations, advancing strategic priorities, and strengthening organizational performance to better serve the City.
