The child care funding and pre-K spending were major pushes by New York officials in this year's budget to increase support for programs following two years of the COVID pandemic in which families struggled to care for kids and have parents or guardians return to work.

On Friday, the New York Police Department (NYPD) arrested two men who were charged in the stray-bullet shooting death of 61-year-old Juana Esperanza Soriano De-Perdomo in the Bronx on Monday.

Donald Johnson, 20, and Rakell Hampton, 33, were charged with murder, NYPD Commissioner Keechant Sewell said.

"Both men are residents of the Bronx. Both have lengthy criminal histories," Sewell said.

Police said a trio was shot while walking on East 156th Street near South Bronx High School after two people nearby got into a dispute and one of them opened fire.

The injured include a 16-year-old girl who was shot in the leg and a 17-year-old boy hit in the buttocks. They are both in stable condition, police said.
