Stephens County Board of Education names New Eastanollee and Liberty Elementary Principals for 2026-2027 School Year

The Stephens County Board of Education is proud to announce the appointment of Dr. Connie Yearwood as the new Principal of Eastanollee Elementary School and Carla Smith as the new Principal of Liberty Elementary School for the upcoming 2026-2027 school year. Both leaders bring years of experience, strong educational vision, and a passion for serving students, staff, and families.
Dr. Connie Yearwood – Principal, Eastanollee Elementary
With 25 years in public education, including 18 years in administration and 15 years as an elementary principal, Dr. Connie Yearwood steps into her new role with deep experience and a strong commitment to students. After beginning her career in a neighboring district, she returned home to Toccoa, where she has lived for 35 years, to serve as Principal of Liberty Elementary before accepting this new appointment at Eastanollee.
“I believe that an educated citizenry is the backbone of our democracy,” said Dr. Yearwood. “My guiding philosophy is that all students, teachers, and staff members can reach their maximum potential when given the opportunity and support to do so. I want to provide the tools, encouragement, and leadership our teachers and students need to do their best hard work.”
In her first year at Eastanollee, Dr. Yearwood will prioritize building community, uniting staff and families, and creating a shared vision, mission, and goals for the school. Her long-term goal is to ensure Eastanollee thrives as a place where every decision is centered on what is best for children. “The success of our school will be measured by the success of our students,” she said.
Carla Smith – Principal, Liberty Elementary
Carla Smith brings 16 years of classroom teaching experience, three years as Assistant Principal at Liberty, and her most recent leadership as Principal of Fifth Grade Academy. A graduate of Stephens County High School, Smith’s journey into education began with determination and resilience. After a car accident forced her to pause her college studies, she returned at age 30—while raising three children—driven by her lifelong calling to teach.
“I went into education wanting to make a difference,” Smith shared. “My vision is very student-centered. I want Liberty to be a place where every child feels safe, welcome, and valued. Building trusting relationships with students and families is the foundation for learning, and when those needs are met, students can achieve both academically and personally.”
Smith’s short-term goals include strengthening school culture, supporting academic growth, and developing staff unity, particularly as many team members will be new to Liberty. Looking ahead, she hopes Liberty will be known as a thriving community where students succeed, staff feel valued, and parents are engaged as partners in their children’s education.

Superintendent Dr. Connie Franklin praised both appointments: “We are thrilled to welcome Dr. Yearwood and Mrs. Smith into their new leadership roles for the upcoming 2026-2027 school year. Their combined experience, dedication, and student-centered vision will help guide Eastanollee and Liberty Elementary into a strong future. Miller Apprehended Following Weekend Manhunt

On Saturday, September 13, 2025, Stephens County Sheriff’s Office deputies assisted the Franklin County Sheriff's Office and state agencies in the search for wanted fugitive Clinton Patrick Miller, 48 of Toccoa, following an incident in Franklin County. Miller was wanted out of Franklin and Stephens counties on various charges.

At approximately 7 a.m. on Monday, September 15, 2025, Stephens County Sheriff’s Office deputies responded to a 911 call in reference to Miller being seen in the area of a church on Mize Road near Highway 106.

Deputies located Miller along West Silver Shoals Road. When they made contact with Miller, the subject attempted to flee. Following a brief foot chase, deputies captured Miller and placed him under arrest.

Miller was then transferred into the custody of the Franklin County Sheriff’s Office due to Miller facing more violent charges in Franklin County. He has been transported to the Franklin County Jail on warrants for Aggravated Assault, Possession of a Firearm During the Commission of a Felony, and Possession of a Firearm by a Convicted Felon. The Stephens County Sheriff’s Office has placed a detainer on Miller. He will be transported to the Stephens County Jail at a later date.

Miller also has warrants out of Stephens County for three counts of Burglary, three counts of Criminal Attempt to Commit Burglary, and six counts of Criminal Trespass following a lengthy investigation into storage unit thefts that occurred on Mize Road in June of this year.

Following this morning’s pursuit, additional charges will be taken against Miller for Obstruction of Law Enforcement Officers, Possession of Methamphetamine, and Possession of Methamphetamine with Intent to Distribute, and Possession of Ma*****na. Miller was located carrying a container with three baggies of methamphetamine and less than one ounce of ma*****na.

Thank you to the concerned citizens of Stephens County who provided information leading to the location and arrest of Clinton Miller. Thank you to the Franklin County Sheriff’s Office, Georgia State Patrol, and Georgia Department of Natural Resources - Georgia DNR for your response this morning.

Update (2:41 p.m.): Both northbound and southbound lanes are open following a motorcycle accident. One individual has been transported to a nearby hospital with injuries.

⚠️TRAFFIC ALERT – HWY 17 @ WHISPERING PINES DR⚠️

Stephens County Sheriff’s Office deputies are on scene of a motorcycle accident with injuries on Highway 17 near Whispering Pines Drive. County fire services and med units are on scene as well due to the vehicle being on fire.

Please slow down and use caution in the area. Traffic can reroute along Davis Road or Clary Connector. Both northbound lanes and one southbound will be closed at this time.

The Stephens County Sheriff’s Office has released a statement related to a death investigation on Rose Lane today:

“This morning, Wednesday, September 3, 2025, SCSO patrol deputies and investigators responded to a call for a welfare check at a residence on Rose Lane. Upon entering the residence, first responders located two individuals inside. Both individuals, a male and a female, were determined to be deceased.

At this time, the SCSO will not be releasing the names of the deceased individuals. Both individuals will be transported to the GBI crime lab for autopsy as the investigation continues. More information will be provided pending autopsy results.

We would like to thank Carnes Creek Fire Department, Stephens County EMS, Georgia State Patrol Post 7, Stephens County Marshal's Office, and Stephens County Coroner's Office for their assistance today.”

The Stephens County Sheriff’s Office is currently working a death investigation on Rose Lane in Toccoa. The investigation is limited to the residence, and there is no immediate threat to the public.
