The Kentucky Chamber Foundation will be working with the Fletcher Group, the primary recipient of ARC’s Appalachian Regional Initiative for Stronger Economies (ARISE) grant, to lead Kentucky’s role in the Connect Appalachia project. This multi-state initiative aims to strengthen recovery ecosystems, expand economic opportunity, and address critical workforce shortages across Appalachia.

As part of this initiative, the Kentucky Chamber Foundation will implement the Recovery Ready Workplaces training and education model, expanding its outreach to Kentucky-based employers. The Foundation will also work to strengthen community partnerships and support job-readiness and employment pathways for Kentuckians in recovery.

“Efforts to address substance use disorder and improve economic opportunity are too often siloed, discouraging the exchange and adoption of effective practices,” said Dr. Ernie Fletcher, Co-Founder and Chief Medical Officer, Fletcher Group, Inc. “The Connect Appalachia project will bring together experienced organizations in the six-state service area to help Appalachian employers address workforce needs and individuals maintain recovery and obtain employment. The Fletcher Group is proud to partner with these organizations to strengthen recovery pathways and expand economic opportunity.”

“We are honored to be selected by ARC and the Fletcher Group as a partner in this important work,” said Kentucky Chamber Foundation Senior Vice President Beth Davisson. “This focus is especially needed in Appalachia, where stronger recovery pathways and workforce support can change the trajectory for families and communities. With ARC’s investment and our partnership with the Fletcher Group, we can bring proven Recovery-Ready Workplace strategies to more employers and connect more Kentuckians to meaningful careers. At its core, this is about helping people rebuild their lives and giving communities a stronger foundation for the future.”

In addition to the Kentucky Chamber Foundation, consortium partners include First Tennessee Development District, Highland Rivers Behavioral Health, Jobs & Hope West Virginia, New River/Mount Rogers Workforce Development Board, Upper Cumberland Development District, and Wilkes Recovery Revolution. Together, these organizations will coordinate recovery and workforce strategies across multiple ARC counties to support communities throughout the Appalachian region.

The Kentucky Chamber Foundation has led multiple initiatives to help build a recovery-friendly business environment across the Commonwealth, delivering employer training, supporting recovery-ready hiring, and convening community partners to address substance use disorder. CITY OF MADISON ANNOUNCES APPOINTMENT OF RICK MUNDT AS CHIEF OF POLICE; RICKY HARRIS AND KYLE CUTSHAW PROMOTED TO MAJOR

Mayor Bob Courtney is pleased to announce the appointment of Rick Mundt as Chief of the Madison Police Department. Chief Mundt has been serving as Interim Chief since October and officially steps into the permanent role following three decades of dedicated service to the City of Madison.

Chief Mundt graduated from Ball State University with a bachelor’s degree in criminal justice/criminology and began his career with the Madison Police Department in July 1995 and brings 30 years of law enforcement experience to the position. Over the course of his career, he has held every rank in the department, from Senior Patrolman to Sergeant, Lieutenant, Captain, and, in January 2024, Major. His service includes time as a crime scene technician, five years as the department’s Operation Pullover Program manager, and his ongoing role as pension secretary since 2015.

From 2009 through early 2024, Chief Mundt also served as a K9 handler, working alongside three police K9 partners over the years. His deep experience, steady leadership, and commitment to community safety have earned him broad respect within the department and across the city.

“Chief Mundt has served our community with dedication and professionalism for 30 years,” said Mayor Bob Courtney. “His knowledge of our department, leadership experience, and commitment to Madison make him the right person to guide our police department forward.”

In addition to Chief Mundt’s appointment, Ricky Harris and Kyle Cutshaw have been promoted to the rank of Major. Both individuals bring extensive experience, strong leadership skills, and a clear commitment to public safety in Madison.
Major Ricky Harris is a lifelong Jefferson County resident. He attended Vincennes University, where he worked as both a Cadet Officer and police dispatcher while earning his associate degree in law enforcement studies. After graduating from Vincennes University in 2006, Harris began his law enforcement career with the Jefferson County Sheriff’s Office and went on to complete the Indiana Law Enforcement Academy, graduating with academic honors in 2007.

Harris has been with the Madison Police Department since 2009. During his time with the department, he served nearly ten years as a K9 handler, rising through the ranks while working alongside his K9 partner, Max, who retired in 2018. Following Max’s retirement, Harris was promoted to Detective Sergeant. Throughout his career, he has worked numerous high-level investigations, including murder, armed robbery, sexual assaults, and child abuse and neglect. Harris is assigned to the Internet Crimes Against Children (ICAC) Task Force, a joint federal and state
initiative dedicated to investigating child exploitation. He also serves on the department’s Emergency Response Team.

Major Kyle Cutshaw is a 2010 graduate of Ball State University. Following graduation, he moved to Columbia, South Carolina, where he began his law enforcement career with the South Carolina Department of Probation, Parole, and Pardon Services. He graduated from the South Carolina Criminal Justice Academy in April 2012.

Cutshaw joined the Madison Police Department in 2014. During his tenure, he has served as a patrol officer, member of the Emergency Response Team (ERT), and was promoted to detective in August 2018. As a detective, he has handled a wide range of major investigations, including murder, attempted murder, crimes against children, and narcotics cases. Cutshaw is also a current member of the Internet Crimes Against Children Task Force.

“Ricky Harris and Kyle Cutshaw have been strong leaders within our department,” Mayor Courtney said. “Their promotions reflect their hard work, professionalism, and unwavering commitment to serving our community. The two-major structure, unique to Madison, will compliment Chief Mundt’s leadership of the department.”

The City of Madison congratulates Chief Mundt, Major Harris, and Major Cutshaw and thanks them for their continued service to the Madison community.
