The Public Comment section offers an opportunity for any citizen to express opinions or ask questions regarding City services, policies or other matters of community concern, and any agenda items that are not a part of a scheduled public hearing. Citizens will have five minutes for comments. This time limit was established to provide efficiency in the conduct of the meeting and to allow equal opportunity for everyone wishing to speak. An immediate response should not be expected, as issues are typically referred to City staff for follow-up or research and are then reported back to Council and the individual who initiated the comment or inquiry.
Written materials for presentation to Council must be submitted to the City Clerk as the speaker approaches the podium.
4) CONSENT AGENDA APPROVAL
The Consent Agenda can be adopted by a simple motion. The Consent Agenda will be read aloud prior to a vote on the motion. Any Consent Agenda item may be removed from the Consent Agenda at the request of a Council Member for individual consideration.

b) Hotel and restaurant liquor license renewal request by Bella Luna, LLC d/b/a Bella Luna Pizzeria at 121 W. Main Street
c) New Retail 3.2% Beer On-Premises license application filed by Pecos League of Professional Baseball Clubs at 700 Smith Street (Central Park grandstands) (a hearing shall be scheduled-May 17, 2016 at 6:00 p.m. is proposed-tentative neighborhood boundary set as City limits)

k) First reading of an ordinance amending Sections 13-2 and 13-3 of Chapter 13 (“Parks and Recreation”) of the Trinidad Municipal Code, concerning park hours and unauthorized vehicles, and setting a hearing date for consideration of said ordinance (the ordinance needs to be introduced, read aloud and a hearing date set - April 19, 2016 at 6:00 p.m.)

a) Zone change request by Trinidad Retail D01 to amend the zone classification of property described as Lots 17 through 26, Block 11, James Addition, City of Trinidad, County of Las Animas, State of Colorado, from Transitional-Medium Density Residential (T-MDR) zoning to Transitional-Community Commercial (T-CC) zoning – 1423 Santa Fe Trail (formerly Chef Liu’s)

ii) First reading of an ordinance amending the zone classification of property described as Lots 17 through 26, Block 11, James Addition, City of Trinidad, County of Las Animas, State of Colorado, from Transitional-Medium Density Residential (T-MDR) zoning to Transitional-Community Commercial (T-CC) zoning, and setting a hearing date for consideration of said ordinance
Given the quasi-judicial nature of land use cases, applicants, members of the public and press are advised that, to ensure a fair and unbiased process, and to provide due process to the applicant and the public, the City Council is only allowed to consider communications that occur during the public hearing and matters set forth in the official record for the matter. Consequently, City Council Members cannot engage in conversations about any land use applications prior to the formal hearing.
