On Tuesday April 12, 2022, the Town Council accepted amendments to the Town of Truckee Municipal Code regarding regulation of Short-Term Rentals (STR) Ordinance.

On Tuesday April 26, 2022, the Town Council approved updates and additions to the Short-Term Rental Fee Schedule.

The STR Ordinance modifications include:

👉 Registration Certificate Cap of 1,255.

👉 Phase out STRs in Accessory Dwelling Units (ADUs) and Multi-Family Dwelling Units.
NOTE: Units with an existing registration certificate will be permitted to renew their registration certificates, if not renewed then the homeowner will be unable to reapply. No new registration certificates will be issued for these property types.

👉 365-Day Waiting Period after a home sale before the new owner may register as an STR.

👉 Increase Penalties for Violation of the ordinance up to:
$1,500 per day for the first violation
$3,000 per day for the second violation
$5,000 per day for each additional violation

👉 Inspections Fees at a minimum hourly rate of $175 may be charged for an STR.

👉 December 31st Deadline for Registration Renewal

👉 A two-part Waitlist Application Process:
(1) Waitlist Application - Including a $100 non-refundable deposit.
(2) When the waitlist applicant is able to formally register, they will pay the remaining registration fee balance of $245 and the annual fire fee $136; totaling $381.
NOTE: The Waitlist has NOT been created yet and is not available for potential registration.

👉 Create an STR Registration Certificate-based Workforce Housing Advancement Program

These changes go into effect thirty days from the adoption date, which is tomorrow, May 12, 2022.

IMPORTANT REMINDER: May 15, 2022, is the final deadline for 2021 certificate holders to renew their certificate for 2022.

On February 8, 2022, the Truckee Town Council deliberated over updates to the Town of Truckee Short-Term Rental (STR) Ordinance. The review of the current ordinance was in response to the regional shortage of housing available to the local workforce. The goal was to determine if the management of STRs would have an impact on the housing challenges that Truckee is facing and if so, which tools would be effective.

Council directed staff to develop an ordinance update including the following components:

-A cap on STR registration certificates town-wide at the current number. Those that do not have a current certificate will be put on a waitlist that is yet to be established.
-Phasing out STRs in both multi-family units and Accessory Dwelling Units. This means that no NEW registration certificates will be issued for these types of units; CURRENT certificate holders will be permitted to renew.
-A one-year waiting period after a property sells before it is eligible to register as an STR.
-An increase in penalties for violations and the addition of a fee for inspections following a citation.
-The establishment of a December 31 deadline for annual permit renewal to facilitate the management of the waitlist.
-The incorporation of a review of the STR program in summer 2023 and bi-annually after that.

Council discussed the following options and chose NOT to move forward with any of these at this time. These may be re-visited during the future bi-annual reviews:

-Creating a minimum number of nights rented to be eligible for registration certificate renewal.
-A lottery system instead of a waitlist to administer the registration cap.
-The consideration of exemptions to the cap and ability to grant certificates to those with specific circumstances (e.g. properties registered prior to 2020 who stopped renting due to Covid, construction, or other circumstances; financial hardship).
-The exemption of primary residents from the cap.

These directives have not yet been adopted. Staff have begun drafting the ordinance updates from the directives and will take them for Council approval and adoption this spring.

Thinking of selling this year but aren’t sure about the numbers? Let me break them down for you and help determine if the numbers make sense right now for you to sell.

Some costs to consider when selling:
1. Home repairs
2. Cleaning & staging
3. Fees such as Title & Escrow, Transfer Fees, HOA fees, County Taxes
4. Moving expenses
5. Commissions
6. Loan payoff amount
7. Seller concessions (if any)
8. Closing costs

Keep in mind, not all of these apply, but I can help you figure out which do and roughly what costs to expect.

◦ I’ve been in real estate for 7 years (I can’t believe that time has flown by so fast!) I’ve been in the Truckee area since 2010 and grew up in many of the surrounding towns. It will always be home!

This month I’m breaking down our market stats a little further. Not only am I covering Truckee as a whole, but Tahoe Donner as well as the Sierra Valley. The Sierra Valley update covers Sierraville, Loyalton and Portola.

Take a look at not just the average sales prices, but also the Average List to Sold Ratio. This is a very important number because it tells you of what percentage of the asking price a home sold for. If that number is 100% than it means homes are on average selling for what the homeowner is asking. If it’s 110% that means homes are selling 10% over the asking price and the same goes for a lower percentage. 90% of asking, that means sellers are only get 90% of what they’re asking for a home. This is more typical of a level of buyers market. This can also be an indication that homes are being over priced.
