A new bill would require insurance companies to warn policy holders before their homeowners insurance is canceled.

Senate Bill 1301, authored by Sen. Ben Allen, D-El Segundo, aims to make insurance companies explain to homeowners why the company is refusing to renew a homeowners insurance policy. That could range from being in a fire hazard area to having an old roof, according to a legislative analysis of the bill.

My grandfather believed deeply in education. His teaching philosophy, however, was refreshingly unconstrained by conventional educational standards. During the summers I spent at my grandparents’ home, the curriculum consisted of chess, Morse code, and arithmetic by way of blackjack, with winnings paid in nickels, dimes, and quarters. The bank, a.k.a. my grandfather, won whenever I miscalculated a payout. Recess consisted of me pretending to be Flipper, the extraordinarily intelligent bottlenose dolphin, in a backyard swimming pool whose chlorine levels suggested a certain hostility toward marine mammals. When I was seven, my grandfather added a memory book to the syllabus to teach me the fifty states and capitals. At the time, it seemed no more remarkable than blackjack arithmetic or Morse code.
