Over the past year, the City of Tulia has not experienced a reduction in animal-at-large complaints, and the number of loose dogs within city limits remains unchanged. This ongoing issue poses a significant health and safety risk to the community. Additionally, the Animal Control Officer and partnering rescue organizations continue to work diligently to prevent the euthanasia of animals, despite challenges created by irresponsible pet ownership.
In response, the Tulia Police Department will be restructuring the enforcement of animal-at-large violations. Effective January 12, 2026, repeat offenders will be limited to three citations. Upon issuance of a fourth violation, the matter will be forwarded directly to the court for the issuance of an arrest warrant against the pet owner.
While the Department recognizes that pets may occasionally escape their enclosures or restraints, repeated incidents are unacceptable. Three violations provide more than sufficient opportunity for pet owners to correct conditions that allow animals to roam unsecured.
