Borno State Governor, Professor Babagana Zulum, was yesterday (Tuesday) at Buratai village in Biu Local Government Area where he commissioned a newly built mega school with capacity for 1,500 students.

Zulum also directed the recruitment of an additional 20 teachers to be selected from the host community for deployment to the Government Secondary School.

The governor explained that the immediate recruitment will be on ad-hoc basis but teachers who prove their capacity and commitment will be given permanent employment and fully integrated into the state civil service.

‘Zulum employed 1,000 teachers, built 24 mega-size schools, rehabilitated 600 classrooms’

In his welcome address, Borno State’s Commissioner for Education, Engr. Lawan Abba Wakilbe, highlighted that in the last three years, Zulum administration was able to recruit about 1,000 teachers who were trained and posted to schools.

The commissioner also said that accommodation for teachers were constructed in Maiduguri, Banki and Mafa towns.

Wakilbe recalled that Zulum has so far built 24 mega-size schools and rehabilitated over 600 classrooms within 100 schools across the state.

He noted that 458 WASH facilities were also constructed across 350 primary and post-primary institutions in the state.

... Governor orders 200 houses for Miringa

Meanwhile, Governor Babagana Umara Zulum yesterday announced his approval for the construction of 200 housing units in Miringa.

Like Buratai, Miringa is also a village in Biu Local Government Area.

Zulum noted that the 200 houses will reduce housing deficit, particularly now that internally displaced persons were safely returning to their communities.

Zulum directs urban board to immediately unseal NNPP’s office, calls its wrong timing

Borno State Governor, Professor Babagana Umara Zulum on Friday directed the Borno State Urban Development Board to immediately unseal Maiduguri headquarters of the New Nigeria Peoples Party, NNPP, describing the board’s decision as “wrong timing”.

Zulum’s spokesman, Malam Isa Gusau, confirmed in a statement issued on Friday, that the Governor became aware of the board’s action and has directed that it should be reversed saying, “no matter the justification, the timing is wrong”.

Below is the statement issued by Governor Zulum’s spokesman:

“The good people of Borno State are well aware that in the last three years, the Borno State Urban Development Board has been carrying out series of reforms which included sealing of some buildings operated by individuals, corporate bodies like Banks and even some government institutions which issues contravened laws relating to non compliance with Maiduguri’s town planning procedures.

The Governor became aware that the board sealed an office operated by the NNPP.

Although the board claimed to have acted in the same regard in acted against other offices, by sealing the NNPP’s headquarters for wrongful conversion of residential area for office purpose, Governor Zulum regards the board’s action as that of wrong timing.

Zulum believes that no matter the justification, the board’s decision is bound to be given political interpretation and which could heat up the polity and cause needless distractions.

For that reason, Governor Zulum had already directed that the board should suspend its own rule on this particular instance bordering on the NNPP.

The Governor believes that reversing the decision is in the overall public interest for peace.

Governor Zulum believes that all political parties should be free to lawfully operate and citizens should be free to associate with political parties of their choices without hindrances.

Zulum also advised authorities dealing with issues that could involve political parties to consider the need to invite stakeholders of all existing parties for consultations and to jointly agree on conducts that should align with existing state laws and without undermining the freedom and independence of all political parties to operate in Borno State”

Our successes in Lagos, Borno show we'll hit the ground running immediately, Shettima says at NBA conference

Nigerians should be sure of getting experienced leaders who will hit the ground running immediately from 29 May 2023, vice-presidential candidate of the All Progressives Congress Kashim Shettima has said.

Shettima said this while representing the party’s presidential flagbearer Asiwaju Bola Ahmed Tinubu at the Annual General Meeting of the Nigeria Bar Association in Lagos on Monday.

According to a statement by the Director of Media and Publicity of the APC Presidential Campaign Council Bayo Onanuga, the achievements of the party in Lagos, Borno and other states will be replicated across the country by Tinubu and Shettima.

Zulum to Borno NLC: Days back, I approved minimum wage for 5, 439 LEA teachers

Borno State Governor, Professor Babagana Umara Zulum, on Wednesday confirmed to leadership of the Nigeria Labour Congress, NLC, that he had days back, approved the payment of N30,000 minimum wage to 5, 439 teachers of the Local Education Authority, LEA, who passed competency test.

Zulum spoke when labour officials led by the NLC Chairman in Borno State, Comrade Yusuf Inuwa, paid him a visit, during which the labour official thanked the Governor for his commitment to welfare of workers and also called his attention to other areas that include payments of promotion benefits.

The 5,439 teachers at local government levels were those who passed basic literacy and numeracy tests conducted by a committee which Zulum constituted in 2021.

The committee assessed 17,229 LEA teachers across Borno’s 27 local government areas from which a total of 11, 790 representing 69% of the entire LEA teachers were found unqualified to teach.

Amongst them, 2,389 teachers had no academic qualification whatsoever, not even secondary school certificates while 3,815 of the teachers were found to be untrainable.

Governor Zulum had immediately after receiving the assessment committee’s report in February 2022, directed that payment of N30,000 minimum wage be applied to the teachers who passed the test.

Zulum had on October 26, 2021, raised alarm that some primary school teachers were receiving scandalous salaries that were less than N10,000 but to change the situation, he needed to address the problems of ghost teachers at the LEA levels, the same way was done at the state levels.

Zulum’s assessment led to identifying 11,790 unqualified teachers in Borno’s education system but even then, the governor directed that no civil servant was going to be sacked, rather some were going to be retrained and others reassigned to other sectors outside education.

… Unqualified teachers to go on training

At yesterday’s meeting with NLC leaders, Zulum reaffirmed his compassionate position not to sack unqualified teachers.

The governor told the NLC that since the assessment committee had found that out of 11, 790 unqualified teachers, there are 7,975 teachers representing 46.3% who are trainable, the state will soon support a first batch of 1,000 to further their education through a special in-service facility that would enable the teachers to go back to tertiary schools as full time students while getting their monthly salaries.

Zulum said however, that the 7,975 unqualified teachers would only be enlisted for minimum wage after completing their education and becoming qualified to teach.

… State workers been on minimum wage since 2020
Our correspondent reports that since January 2020, all civil servants at the state level including teachers of secondary schools, began to enjoy a national minimum wage of N30,000.

The NLC leadership at that time, announced in the media that Zulum was amongst the first three Governors to implement the minimum wage.

… Zulum gives directive on promotions

At yesterday’s meeting with NLC’s leadership, Governor Zulum directed the submission of a comprehensive lists of all existing vacancies and eligible civil servants preparatory to a promotional exam to be held.

Zulum promised to look into all other issues raised by the labour leaders and also promised to work with chairmen towards engaging some consultants to manage the payroll systems of local government councils.

… NLC lauds Zulum on workers’ welfare

During Wednesday’s meeting, state chairman of the NLC, comrade Yusuf Inuwa appreciated Governor Zulum for his commitment to welfare of workers in the state.

Inuwa made special note of the governor’s payment of 2020 and 2021 leave grants to entitled workers, as well as constant payment of monthly salaries, pensions and significant progress made on gratuities.

The NLC however appealed to the the state government on outstanding issues that include promotion arrears and arrears for re-verified local government staff and LEA teachers as well as minimum wage for local government and LEA staff.

2022 WAEC: Zulum releases N329 million for 21,827 public schools’ students

Borno State Governor, Professor Babagana Umara, has approved the release of over three hundred million naira to offset fees owed the West African Examination Council (WAEC) by 21,827 students of public secondary schools who wrote this year’s (2022) examination across Borno State.

The State’s Commissioner for Education, Engr Lawan Abba Wakilbe, disclosed this on Wednesday in Maiduguri during a ceremonial presentation of cheque to officials of WAEC.

The commissioner said the money, totalling Three Hundred and Twenty Nine Million, Eight Hundred and Five Thousand, Eight Hundred Naira (N329,805,800) was already in WAEC’s account.

The cheque presentation was held at the conference hall of the state’s Ministry of Education in Musa Usman Secretariat.

Mr Zakariyau Abdullahi, WAEC’s Zonal Coordinator in Maiduguri, received the cheque.

"Government is paying N329,805,800 out of which N295,456,150 is for the settlement of State and Local Governments share, which is a subsidy of 75% of the 2022 WAEC Examination fees for 21, 827 students studying in public schools across Borno State, while the remaining Thirty-Four Million, Three Hundred and Forty-Nine Thousand, Six Hundred and Fifty Naira (N34,349,650) is to settle outstanding WAEC fees for the year 2018. With these, Government has now fully settled all its financial obligations to WAEC”, the education Commissioner said.

… Candidates can now access results

With the payment, Borno’s 21,827 students who wrote WAEC exams from public schools are now free to access their results as WAEC already released the results on WAEC’s online portal, Education Commissioner, Wakilbe confirmed.

He also said with 2022 payments done, the state government was focusing on 2023 exams and for that the state government appealed to WAEC to consider extending the 2023 WASSCE to take places in eight (8) Local Government Areas, namely Damboa, Gwoza, Ngala, Dikwa, Mafa, Monguno, Gubio and Mobbar.

He noted that male and female students from the listed LGAs face serious challenges of being forced to relocate to Boarding Schools in Maiduguri for at least three (3) Months.

… Zulum approved N1.5 billion in 3 years

With the recent release of over N300m to WAEC, Borno State Governor, Professor Babagana Umara Zulum, has so far released the combined sum of One Billion Five- Hundred and Sixty-Eight Million, One-Hundred and Ninety-Eight Thousand Five-Hundred and Ten Naira (N1,568,198,510) in three years, for WAEC, NECO and NABTEB exams in public schools.

The amount included the payment of N434,726,200 for 2019 exams; N391,272,000 for 2020; N412,394,510 for 2021 and N329,805,800 released in 2022.


… WAEC says Zulum has been consistent

Mr. Zakariyau Abdullahi, Coordinator of West African Examination Council (WAEC) in Maiduguri, confirmed receipt of the payment by WAEC.

The coordinator promised to ensure that all candidates who wrote the exams were able to access their results within hours and this was done.

On the increase of examination centers to eight additional local government areas, Abdullahi said that WAEC was ready for that, but needed government support in areas of logistics (mobility, security and accommodation of officials).

We are already in Chibok, Gwoza, Konduga and Kaga LGAs, the WAEC official said.
