Letter to U.S. Congress

Subject: Urgent Environmental and Humanitarian Violations at the Cambodia–Thailand Border

Dear Members of Congress,

I write to you with grave concern regarding a disturbing development at the Cambodian–Thailand border that has now been publicly reported by Khaosod English. A Thai activist leader, Kan Jomphalang, has mobilized a team and positioned a septic truck at the Sa Kaeo border with Cambodia, vowing to spray human faeces across the border. This act—if carried out—would represent a blatant violation of human dignity, international law, and the fragile ceasefire agreement initiated through President Donald J. Trump’s intervention in July 2025.

This action is not merely symbolic provocation; it carries catastrophic environmental and public health consequences. The deliberate discharge of human waste into Cambodian territory would:

Contaminate soil and water systems, posing risks of cholera, dysentery, and other waterborne diseases.

Endanger civilians already trapped behind barbed wire and military checkpoints, forcing families—especially children and the elderly—into direct exposure to toxic waste.

Create cross-border environmental damage in violation of international environmental conventions and norms governing wartime conduct.

Moreover, this reckless threat demonstrates Thailand’s disregard for the July 24 ceasefire agreement brokered by President Trump. Less than a month after that fragile peace was secured, such escalation undermines not only Cambodia’s sovereignty but also U.S. credibility in stabilizing the region.

If left unchallenged, these actions set a dangerous precedent—where sewage and human waste become tools of warfare and intimidation. This is not only an environmental crime, but a humanitarian disgrace.

---

Call to Action

I respectfully urge Congress to:

1. Condemn Thailand’s environmental and humanitarian violations in the strongest possible terms.

2. Demand accountability for those responsible, including sanctions and restrictions against individuals and groups threatening to weaponize waste.

3. Support Cambodia’s call for international monitoring, ensuring that border agreements are upheld and ceasefire violations are documented.

4. Encourage renewed U.S. leadership, building on President Trump’s initial efforts, to mediate peace and prevent further escalation.

History will judge us not only by the wars we fought but by the crises we prevented. Spraying faeces into a neighboring country is not just a local provocation—it is an assault on human decency, on international law, and on peace itself. The United States must stand firmly against such barbaric tactics.

Respectfully submitted,

North Carolina Cambodian Association
