Are elected officials in Charlotte allowed to discuss public issues in private?
The city says they follow North Carolina law on open meetings, which does allow for less than a majority of a group like City Council to meet privately under certain circumstances.
But some legal advocates say these “small groups” can quickly become a legal gray area, leaving the public out of important talks.

For Sabrina Mills and her family, surviving Helene’s wrath was traumatic enough.
As floodwaters from the Swannanoa River rose to stomach level inside their house on Sept. 27, Mills’ 24-year-old son hacked his way through the attic ceiling with a chef’s knife and a hammer so the family could get atop the roof.
Mixed messages about aid and no easy access to temporary housing near their home has frustrated Mills and her family since.
She’s one of many people in western North Carolina who struggles with stable housing after the storm.
