SLP Trains 69 SLPHA Recruits at SILEA Hastings Campus

The Sierra Leone Peacekeeping and Law Enforcement Academy (SILEA), Hastings Campus, has officially launched an intensive two-week specialised training programme for 69 recruits of the Sierra Leone Ports and Harbours Authority (SLPHA).
​The recruits arrived at the Academy campus on Wednesday, 16 September 2026, completing mandatory registration and verification before undertaking a familiarisation tour and settling into their living quarters.
​Given the tight timeline of the course, SILEA Commandant ACP Brima Kamara Esq. ordered training activities to commence immediately on Thursday, 17 September, starting with basic drills and parade formations.
​During the opening ceremony, attended by senior Sierra Leone Police (SLP) officers and SLPHA executives, ACP Kamara expressed appreciation to the port authority’s leadership for entrusting SILEA Hastings Campus with the training. Charging the recruits to maintain strict discipline, professionalism, and dedication, ACP Kamara imparted a key guiding principle:
​"The classroom gives you the knowledge; the workplace gives you the test."
​Representing the SLPHA, Director of Security and Intelligence Sheku Umar Sesay and Director of Human Resources Alhassan George highlighted the longstanding partnership between the SLP and the Port Authority, urging trainees to maximize the knowledge and values gained during the course. Speaking on behalf of his peers, recruit Kasim Jalloh delivered a vote of thanks, reassuring management and instructors of the recruits' readiness to absorb the practical skills required to serve effectively.

**Minister of Planning Launches South-South and Triangular Cooperation Strategic Plan 2026–2030**

On September 17, 2026, Hon. Kenyeh Barlay, Minister of Planning and Economic Development, launched the South-South and Triangular Cooperation (SSTrC) Strategic Plan 2026–2030 at Brookfields Hotel in Freetown. This strategic framework aims to enhance coordination, partnerships, and resource mobilization in support of Sierra Leone’s development priorities.

Under the theme “From the Freetown Declaration to Delivery,” the launch brought together a diverse group of stakeholders, including representatives from various Ministries, Departments and Agencies (MDAs), development partners, and civil society. Deputy Development Secretary I, Usman Cherry Conteh, emphasized the necessity of a coordinated approach to advance the goals of South-South cooperation.

In her keynote address, Minister Barlay highlighted that the Strategic Plan aligns with the Medium-Term National Development Plan (MTNDP) 2024–2030, urging MDAs to empower focal points within their sectors. She stressed the importance of translating commitments into measurable outcomes, particularly for vulnerable communities.

Frederick Amissah, the UNDP Resident Representative, reaffirmed the UNDP's commitment to supporting the Government, emphasizing the value of strategic partnerships in accessing technology and expertise. Director of SSTrC, Robert Andrew Ganda, outlined four strategic focus areas: strengthening coordination, connecting resources to national opportunities, facilitating knowledge exchange, and enhancing communication.

The event concluded with a vote of thanks from Esther Williams and the ceremonial unveiling of the Strategic Plan, marking a pivotal step in Sierra Leone’s development journey.
