Former Virginia Beach forensic photographer Stephen Stockman remembers a disturbing period in the early 2000s when child-death scenes became an all-too-familiar part of the job.

The numbers show why that era left such an impression.

In 2002, Virginia recorded 39 homicides involving children ages 0–17. Of those, 20 — more than half — occurred in Virginia’s Eastern Health Services Area, while the Tidewater Medical Examiner District investigated 18, the highest number of any district in the Commonwealth. Nine of the victims statewide were infants under one year old.
