The 3-2 decision allows nearly all businesses to reopen that fall under Phase 2 and Phase 3 of the state's plan. That includes dine-in restaurants, churches, barbers, movie theaters and shopping malls.

The move comes one day after California Gov. Gavin Newsom said nursing home outbreaks would prevent Tulare County from joining much of California in reopening.

If the state continuously has a low case rate, people may begin to get haircuts, dine in Restaurants and churches can reopen with restrictions and sporting events may resume without spectators.

Counties must have no more than 25 cases per 100,000 residents or no higher than an 8% positive rate among people testing for the coronavirus. They also must have no higher than a 5% increase in hospitalizations over a 7-day period or fewer than 20 hospitalizations total over 14 days.

California Gov. Gavin Newsom is relaxing reopening criteria, a move he said will allow most of the state's 58 counties to begin allowing dining in restaurants and other services.

Democrat Christy Smith conceded the special election race for California's 25th Congressional District to Republican Mike Garcia on Wednesday, marking the first time Republicans will retake a Democratic-held congressional seat in the state since 1998 -- and, Republicans said, indicating that enthusi...

“AOC has hurt working people of the Bronx and Queens with her votes and creates disunity within our party," Caruso-Cabrera, Democratic opponent to AOC told the New York Daily News. "No wonder why pro-union forces don’t want her, and neither do our neighborhoods.”

Rep. Alexandria Ocasio-Cortez, D-N.Y., was booted from the progressive union-backed Working Families Party ballot line by a Queens judge, a blow to her potentially competitive Democratic primary fight.
