Houston, Texas - Charges have been filed against a suspect arrested following a lengthy Houston Police Department investigation into numerous human trafficking-related offenses in Houston and throughout Texas.

The suspect, "Goldy" or Marquis Dominick Holmes (b/m, 27), is charged with five felony counts: two counts of trafficking of a person, two counts of compelling prostitution by force and one count of aggravated promotion of prostitution in the 338th State District Court.

An investigation by the HPD Vice Division Human Trafficking Unit determined Holmes forced and coerced at least 10 female victims to work for him in hotels and on the streets of not only Houston, but throughout Texas and the United States. The victims were forced to perform s*xual acts and, if the requisite amount of money was not made, suffered acts of violence from being struck with a vehicle, being severely beaten and assaulted, to having their children's lives threatened.

Further investigation determined Holmes' whereabouts and he was taken into custody last Friday (March 30) by the HPD Human Trafficking Unit.

Lt. Jessica Anderson of the HPD Human Trafficking Unit said, “This arrest should serve as a warning to those who exploit and victimize others. We may not get you today, and we may not get you tomorrow, but we are coming for you. HPD is committed to investigating and arresting those like Marquis Holmes and to providing justice for the victims. We do not tolerate human trafficking in Houston.”

Kissimmee, FL – A federal jury in the Eastern District of New York convicted "Sir Bar," or Joel David Forney, 42, of Kissimmee, Florida, on two counts of s*x trafficking and related charges for his conduct in trafficking two women to work in commercial s*x in New York, including at an open-air s*x trafficking market along a stretch of Pennsylvania Avenue in Brooklyn known as the Penn Track, as well as the defendant’s transportation of a woman from New York to multiple other states, including Connecticut and Wisconsin, with the intent that she engage in commercial s*x for his financial benefit. Forney was also found guilty of coercion and enticement of a minor for having s*xual in*******se with a teenager when he was 31 years old.

“The defendant used violence and threats to force victims into commercial s*x for his profit,” said Assistant Attorney General Harmeet K. Dhillon of the Justice Department’s Civil Rights Division. “Such inhumane conduct has no place in a civilized society. The Justice Department is committed to combating human trafficking and securing justice for its victims.”

“The jury found that Forney used violence and threats to compel women to engage in commercial s*x acts at the Penn Track for his own profit, and enticed a vulnerable minor into having s*x with him,” said U.S. Attorney Joseph Nocella Jr. for the Eastern District of New York. “Our office will relentlessly pursue those, like the defendant, who engage in s*x trafficking, and I commend the survivors of Forney’s depraved conduct who bravely assisted law enforcement in bringing him to justice.”

“Joel Forney’s actions inflicted lasting harm on his victims through violence, coercion and manipulation,” said Assistant Director Jose A. Perez of the FBI Criminal Investigative Division. “The FBI remains steadfast in our commitment to protecting everyone in our communities, and we hope today’s sentencing brings some measure of closure to the victims.”

Evidence at trial showed that Forney used false promises to lure women into his trafficking network. The defendant then compelled these women to have s*x with multiple men per day for money, while keeping the proceeds for himself. If the women refused to engage in commercial s*x for his financial benefit, the defendant subjected them to physical abuse and threatened to hurt or kill them if they did not comply.

The evidence also showed that the defendant lured a third victim to his home by sending her romantic and s*xual text messages. Once in his house, the defendant had s*x with the victim, even though he was 31 years old at the time and she knew no more than 15. Forney then sent the victim text messages that implied he was recruiting her for commercial s*x.

A sentencing hearing will be scheduled at a later date. Forney faces a minimum penalty of 15 years in prison and a maximum penalty of life in prison as well as mandatory restitution. A federal district court judge will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors.

The FBI investigated the case, with valuable assistance from the FBI NYPD Child Exploitation Human Trafficking Task Force.

Assistant U.S. Attorneys Lauren Elbert and Antoinette N. Rangel for the Eastern District of New York and Trial Attorney Leah Branch of the Civil Rights Division’s Human Trafficking Prosecution Unit are prosecuting the case.

Oxon Hill, Maryland — 37-year-old Charles Dawson Faces Child S*x Trafficking Charges Spanning Four Years.

On Friday, July 14, 2023, Charles Dawson, a 37-year-old man from Oxon Hill, Maryland, was apprehended under a United States District Court arrest warrant on charges of child s*x trafficking. Dawson, who also goes by the aliases Charlie Black and Chuckie Baby, stands accused of S*x Trafficking of Children by Force, Fraud, or Coercion (Assisting or Promoting Prostitution), according to an official statement by the Metropolitan Police Department (MPD).

MPD detectives disclosed that Dawson had been s*xually exploiting children for monetary gain for a period spanning four years. A comprehensive police investigation revealed that Dawson's illicit activities stretched from March 2019 to April 2023.

RENO, Nev. (KOLO) -S*x trafficking detectives announced the Friday arrest of a man they said was violently pimping females in the Reno area.

The Human Exploitation and Trafficking unit said Claude Maurice King, 34, was arrested on two counts each of trafficking an adult for s*x and living on the earnings of prostitution.

HEAT learned King was trafficking in women and on Friday teamed with the FBI to find him and arrest him.

Leader of S*x Trafficking Ring Sentenced to 60 Years in Federal Prison, Ordered to Pay Over $14 Million in Restitution

MIAMI – A South Florida federal district judge has sentenced William D. Foster, 50, to 60 years in prison for running a s*x trafficking organization for more than 20 years that exploited dozens of vulnerable women and girls. The judge also entered a $3.4 million forfeiture money judgment against Foster and ordered him to pay over $14 million in restitution to his victims.

At any given time, up to 15 women and girls lived with, and worked for, Foster. Through manipulation, lies, and threats, Foster forced his victims to work at South Florida exotic dance clubs and engage in commercial s*x. Foster told the victims that he would invest their earnings so that they could retire in their 20s, which was not true. Foster coerced victims into working eight-hour shifts, six days a week, every week of the year and kept all their money.

He used psychological coercion and violence to keep victims in line. If a victim wanted to buy things like food, clothes, or personal hygiene products, she first had to get permission from Foster. He required many of the victims to go on liquid diets, get unsafe weight loss surgeries, and take anti-anxiety and anti-psychotic medications without proper diagnoses. Foster often had s*x with victims, some of whom were minors.

If a victim attempted to leave, Foster would threaten financial ruin and other harm. If a victim left, she left with nothing.

Foster expanded his operation beyond South Florida. He transported victims to other states including New York, New Jersey, Michigan, and Nevada, for the purpose of engaging in prostitution.

Law enforcement officers recovered one of Foster’s victims out of a Detroit hotel room after she called the National Human Trafficking Hotline.

Foster tried to grow his business by starting a website (Foster’s Care) that promised to help human trafficking victims. His plan, however, was not to save anyone, but to lure them into his commercial s*x business.

Foster pled guilty in March to conspiracy to commit s*x trafficking; s*x trafficking of a minor; s*x trafficking of a minor by force, fraud, and coercion; five counts of s*x trafficking by force, fraud, and coercion; two counts of s*x trafficking by fraud and coercion; conspiracy to transport individuals for purposes of prostitution; two counts of transporting individuals for prostitution and a money laundering conspiracy.

Two of Foster’s co-conspirators -- Ashleigh Holloway, 37, and Hanah Chan, 32 – pled guilty in the Southern District of Florida to bank fraud charges in connection with the operation. They are scheduled to be sentenced on October 11.

Juan Antonio Gonzalez, U.S. Attorney for the Southern District of Florida; Robert M. DeWitt, Acting Special Agent in Charge, FBI Miami; and Anthony Salisbury, Homeland Security Investigations (HSI), Miami Field Office announced the sentence imposed yesterday by U.S. District Judge Raag Singhal.

FBI Miami and HSI Miami investigated this case. This case was prosecuted by Assistant U.S. Attorneys Jessica Kahn Obenauf and Brooke Elise Latta. Assistant U.S. Attorney Emily Stone is handling the asset forfeiture aspects of the case.

New Orleans Man Sentenced To 300 Months in Prison for Role in Nationwide S*x Trafficking Enterprise that Involved Incapacitating and Stealing from Victims

NEW ORLEANS – U.S. Attorney Duane A. Evans announced that RANDY JONAL SCHENCK (a/k/a RuRu, a/k/a “Shaq”), age 41, a resident of New Orleans, Louisiana and Downey, California, was sentenced on October 6, 2022 by United States District Judge Barry W. Ashe after previously pleading guilty to Counts 1 and 7 of a pending indictment, charging him with interstate transportation and use of an interstate facility with intent to carry on unlawful activity, in violation of Title 18, United States Code, Sections 1952(a)(3) (Count 1), and wire fraud, in violation of Title 18, United States Code, Sections 1343 and 2 (Count 7). Judge Ashe sentenced SCHENCK to 60 months in prison as to Count 1 and 240 months as to Count 7, to run consecutively, for a combined total of 300 months in prison. Judge Ashe ordered that the sentence run consecutively to the sentences Schenck received in two prior proceedings in Fulton County, Georgia, and Cobb County, Georgia. Judge Ashe ordered SCHENCK to serve three years of supervised release after the conclusion of his prison term and pay a mandatory $200 special assessment fee. SCHENCK is also subject to a restitution order after a hearing scheduled for December 29, 2022, at 1:30 pm.

According to court documents, SCHENCK met Dominique Berry in New Orleans in about early 2013 and soon developed a romantic relationship. Shortly thereafter, SCHENCK encouraged Berry to engage in commercial s*x activities (i.e., prostitution) with individuals in the New Orleans, Louisiana area and became involved in the scheduling, coordination, and facilitation of Berry’s commercial s*x acts. SCHENCK typically kept all, or most, of the proceeds of the commercial s*x acts.

Beginning in about March 2014, and continuing through September 2017, SCHENCK and Berry travelled nationally engaging in their prostitution enterprise, including through California, Louisiana, New Mexico, Texas, Arizona, Tennessee, and Georgia. In furtherance of the enterprise, Berry regularly engaged in commercial s*x acts on multiple days of nearly every week between about March 2014 and September 2017. SCHENCK and Berry posted numerous advertisements containing photographs of Berry on multiple location-specific online classified ad service websites and social media applications in that invited interested individuals to contact Berry to schedule s*xual interactions, many of which were explicitly commercial.

Beginning in about 2015, the prostitution enterprise evolved to include a scheme to defraud, whereby SCHENCK caused Berry to arrange “out call” interactions at the residences of men who met her through online postings. While at those residences, Berry placed substances in the beverages of the men for the purpose of “spiking” their drinks and rendering them unconscious. Berry then took items of value from the incapacitated men, including jewelry, fi****ms, electronics, cash, and debit and credit cards. SCHENCK and Berry used the items, without the knowledge or authorization of the people to whom the items belonged, for their benefit and the benefit of individuals associated with them. SCHENCK and Berry implemented the scheme numerous times throughout the United States.

In sentencing SCHENCK, Judge Ashe found that he utilized force, threats of force, fraud, and coercion in initially recruiting Berry to work for him and to keep her compliant and under his control. Also, the Court heard substantial evidence of numerous acts of violence that SCHENCK committed against Berry and her family members, as well as threats to commit additional violent acts in the future, particularly after she attempted to leave his control or otherwise disobeyed his instructions. At least one of the instances resulted in Berry’s hospitalization.

In furtherance of the scheme, on about February 24, 2017, Berry met S.A., a resident of Metairie, Louisiana, through a social media application. After exchanging text messages and phone calls, Berry and S.A. agreed to meet at S.A.’s apartment. SCHENCK dropped Berry off at S.A.’s apartment. While at S.A.’s apartment, Berry, as directed by SCHENCK provided S.A. with various substances, including alcohol, to loosen S.A.’s inhibitions and to render him more susceptible to theft. After S.A. became incapacitated, Berry stole S.A.’s personal property, including a debit card. SCHENCK picked up Berry at approximately 1:00 am and then used S.A.’s debit card, later that day, without S.A.’s authorization, to make a purchase at a Walmart Supercenter in New Orleans. Law enforcement authorities performed a wellness check on S.A.’s apartment the following day and found S.A. deceased.

U.S. Attorney Evans praised the work of the Federal Bureau of Investigation in investigating this matter and expressed appreciation for the support provided by numerous law enforcement agencies and private entities involved in the investigation, including the Jefferson Parish District Attorney’s Office, the Jefferson Parish Sheriff’s Office, the Tucson (Arizona) Police Department, the Salt River (Arizona) Police Department, the Cobb County (Georgia) Police Department, the Sandy Springs (Georgia) Police Department, the Sacramento (California) Police Department, and Talking Stick Casino (Arizona). Assistant United States Attorneys Jordan Ginsberg, chief of the Public Corruption Unit, and Melissa Bücher are in charge of the prosecution.

Texas Man Sentenced To Over 21 Years For S*x Trafficking A Minor From Texas To Florida

Tampa, Florida – U.S. District Judge Mary Scriven today sentenced Jamel Muldrew (34, Houston, Texas) to 21 years and 10 months in federal prison for s*x trafficking a minor, enticement of a minor to engage in s*xual activity, use of a facility of interstate commerce in aid of racketeering, and interstate transportation of a person for prostitution. As part of his sentence, the court also ordered Muldrew to pay $27,740 in restitution to Victim 1, to forfeit electronic devices used in the commission of the offense, and to register as a s*x offender. Muldrew had pleaded guilty on March 10, 2022.

According to court documents, on April 9, 2021, law enforcement coordinated an operation in Tampa to identify victims of human trafficking, rescue those victims, and identify and arrest their traffickers. As part of this operation, an undercover officer arranged with the minor victim to engage in prostitution in exchange for $800 at a local hotel. Muldrew arrived at the hotel driving the minor victim and was arrested on state charges. At the time of his arrest, officers recovered multiple fictious identity cards on Muldrew’s person, for both himself and the minor victim. The subsequent investigation revealed that Muldrew had been trafficking the minor victim across the country to engage in prostitution. Specifically, from February until April 2021, Muldrew had trafficked the minor victim for the purpose of commercial s*x in Texas, New Jersey, Maryland, North Carolina, Georgia, and Florida, where he was ultimately arrested.

“This heinous predator trafficked his minor victim around the country to engage in prostitution, including in Texas, New Jersey, Maryland, North Carolina, Georgia, and Florida,” said Assistant Special Agent in Charge Kristopher Pagitt, Homeland Security Investigations (HSI) Tampa. “The success of this investigation is a direct result of the outstanding law enforcement partnerships we have in the Tampa Bay Human Trafficking Task Force, to include the Hillsborough County Sheriff’s Office and the Houston (Texas) Police Department, as well as non-governmental organizations such as Selah-Freedom.”

This case was investigated by Homeland Security Investigations, the Hillsborough County Sheriff’s Office, and the Houston Police Department. It was prosecuted by Assistant United States Attorneys Ilyssa M. Spergel and Carlton C. Gammons.

This case was brought as part of the Tampa Bay Human Trafficking Task Force of the Middle District of Florida, which is one of 13 task forces in the country to receive grant funding from the Department of Justice’s Bureau of Justice Assistance. The Task Force is a collaboration of local, state, and federal law enforcement agents working together with organizations to detect, investigate, and prosecute human trafficking in the Tampa Bay area. This includes trafficking of minors, forced labor, transnational s*x trafficking, and s*x trafficking of adults by force, fraud, or coercion.

SC Man Sentenced For S*x Trafficking Pregnant 17-Year Old

Rodregiz Antwon Cole, 37, of Manning, South Carolina, was sentenced for s*x trafficking a girl in 2019 while on the s*x offender registry.

WASHINGTON, VA — Rodregiz Antwon Cole, 37, of Manning, South Carolina, was sentenced in federal court on Thursday to 15 years in prison and a lifetime of supervised release for s*x trafficking a pregnant girl in D.C., according to a release.

At the time of the offense in April 2019, Cole was a registered s*x offender.

Cole pleaded guilty on May 20, 2021, to one count of s*x trafficking and one count of the commission of a crime against a minor victim while on s*x offender registration status, authorities say.

BALTIMORE - Special Agents from the Homeland Security Investigations (HSI) Baltimore field office recently arrested several individuals suspected of running a s*x trafficking enterprise. HSI Baltimore’s Special Agent in Charge, James C. Harris III, reported the arrest of Marlon Pitts, aka “Cali”, a resident of Capital Heights, Maryland, on Aug. 11, as well as the arrests of Maurice Monroe, aka “Moeazy”, a resident of Washington, D.C., and Alexander Stevens III, aka “Cas”, a resident of Accokeek, Maryland, on Sept. 7. Harris reported the suspects were arrested and charged with the use of interstate facilities in the aid of a racketeering enterprise for their involvement and control of the “Triple X Party Kings”, a suspected Maryland-based s*x-trafficking enterprise. Pitts has additionally been charged with s*x trafficking of a minor and transporting an individual to engage in prostitution.

Dallas man who maintained group of 20 women for s*x trafficking pleads guilty.

DALLAS — A Dallas man who called himself “Macknificent” pleaded guilty today to human trafficking, announced U.S. Attorney for the Northern District of Texas Chad E. Meacham.

Tremont Blakemore, 42, was first arrested in September 2018 and later charged in September 2019. He pleaded guilty Wednesday to s*x trafficking through force, fraud and coercion before U.S. District Judge Ada Brown.

Blakemore was the head of the prostitution organization and maintained a group of 20 women and prostituted them for the group’s profit, Dallas Police said.
