The 2025 National Consumer Voice for Long-Term Care Annual Conference, celebrating the organization’s 50th anniversary advocating for quality care and quality of life for all consumers of long-term care was held last month in Washington D.C. Disability Rights New Jersey's Executive Director, Gwen Orlowski attended the inspiring sessions (including one by NJ’s Comptroller Kevin Walsh and his team) and met up with long-time advocacy friends from Administration for Community Living , Justice In Aging AARP , and the NJ Elder Ombudsman .

A highlight of the conference were by nursing home residents including Ray and Gail from New Jersey. The conference ended with an enthusiastic and purpose-filled Hill Day where Gwen along with AARP, , the LTC Ombudsman, along with Ray, Gail, and Victoria Schall, Esq. met with Congresswoman 's staff as well as staff from and .

Appreciative of National Consumer Voice for Quality Long-Term Care for recognizing my commitment to consumer protection with their Public Service Award. Before my election to the Texas State Senate, I served as President of the Texas Consumer Association.

Now, I continue my advocacy while the Trump regime undermines one consumer protection after another. Thanks to Sam Brooks, Director of Public Policy at Consumer Voice, a leading champion and long-time valued partner in this work.

Today, the Centers for Medicare & Medicaid Services (CMS) published an interim final rule rescinding a major portion of the minimum staffing requirements for nursing homes - protections hailed as the most significant in decades. CMS cited Congress’s postponement of implementation until 2035 and recent court rulings as justification, while also claiming the rule was no longer appropriate, despite issuing it last year. The agency echoed industry concerns about workforce shortages and rural facility closures, disregarding its own findings that rural staffing levels match urban ones and that poor job quality - not worker availability - drives turnover rates.

Consumer Voice strongly condemns this rollback, as the rule was projected to save 13,000 lives annually. While some provisions remain, including enhanced facility assessments and Medicaid spending disclosures, the rescission marks a setback for resident safety and dignity. A 60-day comment period will follow publication in the Federal Register.

It has been a very exciting month celebrating Residents' Rights. We have heard about events, news coverage, and celebrations across the country honoring residents' rights and celebrating awareness of dignity, respect, and the value of each individual resident. Thank you to all of the long-term care residents for participating and the long-term care Ombudsman programs and organizations who planned events and spread the word about Residents' Rights Month!
