Acknowledging the rise in extremist violence is not a political debate; it is a basic requirement of law and order.

Security assessments show that this surge is driven by a hardened network of roughly 300 active extremists operating around unauthorized outposts. While a small fraction of the broader population, these groups inflict outsized harm on innocent Palestinian civilians.

At the same time, this violence occurs within a highly volatile security environment marked by persistent Palestinian terrorism and accumulated trauma on both sides. However, civilian populations cannot be subjected to collective punishment or revenge for attacks they did not commit.
