The longest-ever government shutdown of 2025 has caused financial and operations havoc all over.

A potential long-term effect, and in some ways more pernicious one, is the impact the shutdown could have on your retirement. Your Thrift Savings Plan balances provide a tempting sum for borrowing against, or even for making outright emergency withdrawals. A TSP account is tempting precisely because the cash is there, and it belongs to you.

A U.S. Small Business Administration spokesperson told Federal News Network on Tuesday evening that the agency “has determined that the most recent continuing resolution signed into law does not apply to any executed by the SBA.”

The RIF rescissions and their immediate recall stem from competing interpretations of shutdown-ending spending deal Congress passed last week.

From back pay delays to contractor backlogs, agencies face a cascade of challenges as they restart operations. Bill Hoagland, senior vice president at the Bipartisan Policy Center, has seen shutdowns and recoveries before. He joined the Federal Drive with Terry Gerton to explain what it takes to restore continuity and prepare for the next funding deadline.

The HR departments of various agencies are "going to have a lot of work on their hands to make sure that they get the pay back," Bill Hoagland said.

After weeks of gridlock, the government is open, but scars from the shutdown remain and the clock is ticking toward January 30. Lawmakers face a packed agenda, from appropriations to hearings and a health care vote, with little room to avoid another showdown. WTOP Capitol Hill correspondent Mitchell Miller joined the Federal Drive with Terry Gerton to provide an outlook.

"Really, there are no particular winners, I think, when you have a government shutdown," said WTOP Capitol Hill correspondent Mitchell Miller.

Read this story by Jared Serbu.

The changes include a replacement of DoD's program executive officers with "portfolio acquisition executives" that Hegseth said would have more authority.

Open Season kicks off Monday. Federal employees and retirees are facing another round of double-digit premium hikes, shifting plan defaults, and new coverage options. John Hatton, staff vice president of NARFE National Headquarters, joined the Federal Drive with Terry Gerton to explain what’s changing and how to avoid paying for coverage you don’t need.

For Open Season, "You really have an opportunity to save money by choosing a different plan in many cases," John Hatton said.
