If you you really want to hit em' where it hurts and would rather avoid any interaction or altercation, simply peacefully and quietly exercise your first amendment rights. If they can stand out there with a sign, so can you. And at least YOU aren't the one soliciting for money and using children. All you are doing is letting your sign and freedom of expression do all the work.
By simply stating and putting a warning on your sign that the individuals ahead or near you are "scammers", you simultaneously disrupt their organized operation as well as warn the public (or at least bring attention to the issue, because don't kid yourself, that's exactly what it is, a planned out scam and solicitation for money based on false pretenses), peacefully stand there and let your sign do the talking.
Keep a reasonable distance, stand only in a public area in a safe location away from moving traffic (sidewalk works), do not interact with the scammers regardless of them shooting their mouth off (believe me, they will be pi**ed), and of course, always keep your cameras rolling for your legal protection, as well as your self-defense tools for worst case scenarios (pepper spray is most suitable, but odds are they will leave before it ever gets to that point).
That's it. A proactive, highly effective, legal and peaceful way to combat these phoney beggar and phoney donation scams.
