Carroll County contributed a large number of its free and enslaved African American men to fight for the Union during the Civil War. Most ended up in the infantry, but some were assigned to the cavalry and others to the U.S. Navy. Join Mimi Ashcraft in exploring the stories of these men, the challenges they faced in segregated military service, the battles in which they fought, and their families’ efforts for pensions after the war ended.

The second Community Meeting for the Wakefield Valley Park Master Plan Development will be held on Wednesday, January 27, 2021 at the Carroll Arts Center.
Two sessions will be offered on January 27, 2021. The first seating will begin at 6:00 p.m. The second seating will be held at 7:15 p.m.
Due to State-mandated capacity limitations, those wishing to participate in this interactive planning process are asked to RSVP for one of the two available time slots by contacting the City of Westminster Recreation and Parks Department by phone at 410-751-5501 or email at Wes[email protected].
The City is also offering community members the opportunity to make their voice heard in a virtual setting.
Those who are unable to attend the meeting at the Carroll Arts Center can view the meeting on Facebook Live, but comments and questions posted in the Facebook chat feature will not be monitored or inventoried as part of the public input and data collection process. Rather, those wishing to provide input resulting from viewing the meeting on Facebook Live should email their comments to [email protected].
The January 27, 2021 meeting will also be streamed live on cable channel 23 and will be available for post-production viewing on the City’s website (www.westminstermd.gov) from January 29 through February 3, 2021.
Comments from the post-production viewing can be submitted via email to [email protected]. The public comment period will remain open through February 3, 2021.

Westminster Invites Input on Wakefield Valley Park Master Plan Development
Second Community Meeting to be Held on Wednesday, January 27, 2021
On Wednesday, January 27, 2021, the City of Westminster will hold a community meeting at which City residents and other interested parties can provide input on the development of a master plan for Wakefield Valley Park. The meeting will be held at the Carroll Arts Center, located at 91 West Main Street in Westminster. The City is also offering community members the opportunity to make their voice heard in a virtual setting.
Due to State-mandated capacity limitations, two sessions will be offered on January 27, 2021. An initial opportunity for the community to offer input on the Wakefield Valley Park Master Plan was provided by the City in December 2020. Based on that input, a second iteration of the conceptual plan has been prepared. Community members will have the opportunity on January 27, 2021 to review and offer feedback on this latest version, including where to focus activities within the Park property.
Westminster Mayor Joe Dominick stated, “The development of a master plan for Wakefield Valley Park is vitally important, as the plan will provide a foundation for the future phased development of the property, and also lay the groundwork for future City grant applications to finance park improvements. We are grateful that so many community members participated in the initial community meeting in December, and I encourage everyone to take advantage of the opportunity to make their voice heard at the January 27, 2021 meeting.”
On September 14, 2020, the Mayor and Common Council authorized execution of a contract with Pennoni Associates, Inc. to assist the City with the development of the master plan. The project is funded with grant monies from the Land and Water Conservation Fund.
