Early into my career, I accept whatever salaries that my BD/capture team gave me.

$65K, $90K, $120K.

To me, pricing was just a number on a spreadsheet.

Then a Contracting Officer asked a simple question:

"Where did these rates come from?"

I wasn't prepared for that question.

In that case, the answer was essentially:

"Expert judgment."

It worked—but I realized we needed a better answer moving forward.
That moment started my journey toward building truly defensible labor pricing.

The challenge isn't finding a salary range.

The challenge is taking a broad range of market data and arriving at a single rate you can confidently defend.

We've all seen the cost realism hierarchy:
✅ Incumbent employee pay data
✅ Letters of Intent
✅ Credible market compensation surveys
✅ Internal estimates and assumptions

Ultimately, the market tells us whether we got it right:
• Did we win the work?
• Can we hire qualified people at the proposed rates?
• Can we retain them once performance begins?

Getting up to speed on a labor market before bidding is one of the most important steps in the proposal process.

The more defensible your labor pricing strategy, the less you're guessing—and the more confidence you can bring to every bid.

Ever since I was in college, in the late 90s, I’ve been hearing about how will not be sufficient by the time I’m ready to retire, sometime in the 2040s.

Did you know that there are caps to the 6.2% that W2 workers pay, and the 6.2% that their employers pay; 12.4% if you’re self employed.

That threshold for this year is $176.1k this year, which is almost $22k per person, this year.

Why is there a threshold when the system is so “broke?”

For someone making $500k per year, because of this threshold, social security doesn’t get $40k…. Someone making a million, $102k, $10m, $1.2M.
