Mayor McDavid Attends First BREC Commission Meeting Following House Bill 649

Mayor David McDavid attended his first official meeting serving on the BREC Commission on
July 8, 2025. House Bill 649, recently signed into law and authored by Representative Lauren
Ventrella, makes several changes to the structure and reporting requirements of the Recreation
and Park Commission for East Baton Rouge Parish (BREC).

Under the new law, the commission’s membership is expanded to include the mayors of Baker,
Baton Rouge, Central, St. George, and Zachary. These mayors will serve on the commission for
the length of their elected terms. In addition, four members will be appointed by the governing
authority of the city of Baton Rouge to serve three-year terms. Of these appointed members, at
least two must reside within the city of Baton Rouge, and at least one must reside in the
unincorporated area of East Baton Rouge Parish.

The legislation also establishes new reporting requirements. BREC must now submit a written
annual report to each municipality as well as to the state senators and representatives
representing those municipalities. The report must detail:

• The amount of taxpayer funds received from each municipality;
• The amount of funds BREC spent on facilities in each municipality; and
• The revenue generated at BREC facilities located within each municipality.

The Zachary Police Department is asking for assistance in locating Carnell Bailey. Carnell is 15 years old - height 5’5ā€ and weighs 195lbs. Carnell was last seen on Thursday (07/10/25) at 8:00pm in the area of Rollins Rd on foot. He was wearing a blue shirt, blue shorts, and a black book bag.

The City of Zachary recently received a letter of appreciation from Paul Maurer, Ph.D., President and CEO of Montreat College in North Carolina. Dr. Maurer expressed his sincere gratitude for the City’s support of the college’s athletics department in the aftermath of Hurricane Helene.

ā€œI want to extend my deepest gratitude for the support the City of Zachary provided to our athletics department in the wake of Hurricane Helene,ā€ he wrote. ā€œThe City’s generous donation of $3,000 worth of baseballs, coordinated through BSN Sports Apparel and Marucci Sports, was a thoughtful and timely contribution during a season of great disruption. The City of Zachary made a lasting impact on our student-athletes and our coach.ā€



Hurricane Helene caused significant damage to Montreat College, destroying McAlister Gymnasium, one of the school’s primary athletics facilities. More than five feet of water flooded the fitness center, weight room, training areas, and coaches’ offices, rendering the building unusable for the 2024–2025 academic year. The estimated damage was between $1.5 and $2 million and disrupted multiple sports programs.



In response to the hurricane’s devastation, the Zachary Strong Team departed from the Zachary Fire Department on Monday morning, October 14, to deliver supplies and provide meals to residents impacted in Asheville, North Carolina. ā€œThanks to the efforts of Gordon ā€œPeeweeā€ LeBlanc, Zachary Youth Park Director, and LSU catcher Alex Milazzo—along with support from local business Thornton, Musso & Bellemin—baseball equipment was collected and sent to help replace what was lost at McAlister Gymnasium.ā€ said Mayor David McDavid.

From Side Dishes to Spotlight

Never in my wildest waiter dreams—which usually involve trays that never fall and tips that rain like confetti—did I expect to be voted Best Waiter in the City. When I got the news, I thought it was a prank. You know, like when customers say, ā€œWe’re ready to order,ā€ and then stare at the menu for 12 more minutes.

But no, it was real. A real magazine. With real readers. Who somehow noticed me—a guy in an apron who brings egg rolls and refills water like it’s a sacred ritual.

So first, thank you to the magazine for recognizing the art of walking fast while balancing six plates and dodging toddlers in the aisle. That takes talent. Or fear. Or both.

Second, to the beautiful, kind-hearted customer who voted for me: you could’ve voted for anyone, but you chose the guy who always brings extra napkins without being asked. That… that hits deep.

And lastly, I share this honor with every server in Zachary. Whether you’re slinging pancakes at dawn or dim sum at dusk, we all know the hustle: the sore feet, the patiece, the psychic powers to sense who wants the check. This award isn’t just mine—it’s for all of us behind the tray.
