Binh Dinh gets opportunity for mining technology development

The PC has just held a meeting with BinhDinh New Zealand Gold Company Limited (BNG) about the implementation of the gold mining project in the Province. This big project is meaningful to the social-economic development of BinhDinh as it will create an opportunity for mining technology to be developed. BinhDinh Newspaper has made a brief interview with Mr. Rodney Hugh Murfitt, General Director of BNG about the project.
* Would you please tell us about the project?
- BNG is a joint-venture company between Biotan (a joint-stock minerals company of BinhDinh) and KS Mining Limited (a New Zealand company). This venture has been established to invest in the Tien Thuan Gold Mining Project (within the territories of TaySon District and VinhThanh District). We all know that the country of New Zealand has a long history of cooperation with Binh Dinh Province via a lot of AID programs and projects. We can say that the cooperation between the two companies is a result from the great relationship. As a New Zealander, I believe that the success of this project will strengthen the historic relationship between our Country and BinhDinh.
Tien Thuan Gold Project is not only a very important to BNG but also to the social-economic development of BinhDinh as it is a very big opportunity for Binh Dinh Province to develop a modern, world-class mining industry, which will introduce new technologies, help develop local infrastructure, provide large revenues and new employment opportunities within the province as well as the technology transference eventually.
* How has the project initially been carried out?
- Recently, we have been tried our best to complet the procedures to get an Investment Certificate. As a result, on 15/8/07, the Binh Dinh Peoples’ Committee granted us Investment Certificate No. 351022000038 in respect of the Tien Thuan Gold Project. Then the first thing we have to do now is to prepare a mining licence application which consists of a mining plan and an environment impact assessment (EIA).
Hence, since the date of being grated the Investment Certification, we have already started the required work for making up the Mining Plan and the EIA. As they were outlined during the meeting, the main components of the Mine Plan are: Geological Study, Geophysical Study, Geochemical Study, Hydrological Study, Geotechnical Study, Resource Study, Ore & Waste-rock Study, Mining Study, Ore metallurgy Study, Gold Process Plant Study, Financial Modelling & Economic Feasibility…
The Environmental Impact Assessment will involve detailed documentation of the environment within and around Tien Thuan in order to determine what effects (both good & bad) the proposed Mine development will have and to determine how to minimize any perceived bad effects.
* How about budget and schedule for the work?
- Estimated costs (in US$) for this stage is about 1.7 Million. Of which, 1.4 Million would be spent for the Mining Plan and 0.3 Million for the EIA.
The work is expected to take up to 2 years to complete.
* What is your comment about the out comes of the meeting with the PC of BinhDinh?
- It is very positive, I can say so. The Permanent Deputy Chairman of BinhDinh received us very warmly. After our presentation of the plan for Implementation of the TienThuan Project, The Deputy Chairman highly appreciated the significance of the project to the Province and recognized our attempts. He also required the provincial departments and local authorities to create favour conditions for BNG. We are very much appreciated and have a very strong belief that we will get great supports from them.
However, The Deputy Chairman also requested that BNG carry out the project as soon as possible so that the mining licence application can be completed in one year in stead of two. I respectfully answered him that nowhere in the world can a mining feasibility study and an EIA be completed in just one year. But BNG will do our best to shorten the schedule.
About environmental matters, we commit that the most optimal technology will be applied so that bad impacts will be minimized.
