The Vanuatu Daily Post sincerely apologises to Prime Minister Jotham Napat and our readers for an error in our front-page article titled “PM Transfers DG amid Ongoing Passport Scandal”, published on Friday, 10 October 2025.
The article incorrectly reported that the Prime Minister had invoked Section 57 of the Constitution to transfer the Director General (DG) of the Ministry of Foreign Affairs, International Cooperation and External Trade, Mr. Noah Patrick Kouback, to the Ministry of Fisheries. This was reported in connection with DG Kouback’s official letter to Vanuatu Trade Commissioners, informing them that their diplomatic passports had been cancelled and urging them to surrender the documents to the Passport Office through the Ministry.
Prime Minister Napat has since confirmed that no such transfer was made or authorised by him and firmly stressed that he did not issue any directive to transfer DG Kouback.
The Vanuatu Daily Post therefore acknowledges that this part of our report was incorrect and regrets the error and any confusion it may have caused.
