VALIDATION WORKSHOP ON NATIONAL ICT POLICY 2025-2030

The Ministry of Communications and Information Technology (MCIT) has released the Draft National ICT Policy 2025–2030, outlining Samoa’s digital priorities for the next five years. The draft reflects extensive consultations with government ministries, the private sector, and community.

Over the past two decades, Samoa has achieved major ICT progress including near universal mobile coverage, expanded international bandwidth and upgrades to the Samoa National Broadband Highway (SNBH) as one of the national projects. These developments have strengthened digital services and e-government foundations.

However, challenges remain: affordability barriers, rural connectivity gaps, outdated legislation and persistent digital skills shortages.

The new draft policy responds to these issues and builds on national initiatives such as the National Digital Identification System (NDIDS) and the Street Addressing Project, aligning with the Pathway for the Development of Samoa. MCIT acknowledges all stakeholders for their contributions, with special thanks to the Asia Pacific Telecommunity (APT) and Professor Stan Karanasios for technical support.

The policy is guided by principles of inclusion, trust and safety, Fa’asamoa, sustainability, collaboration, responsible data use and strong cybersecurity. It reinforces MCIT’s role in providing national direction while enabling ministries to manage their own ICT systems under shared standards.

It is structured around 5 strategic pillars with its own strategic priorities and Cybersecurity as cross-cutting requirement:

1. Resilient Connectivity and Infrastructure – improving infrastructure, service quality and nationwide access.
2. Digital Economy – supporting MSMEs, e-commerce, data privacy and safer digital payments.
3. Digital Government – delivering secure, citizen-focused services with integrated platforms.
4. Leadership & Governance – strengthening ICT oversight, procurement and regulation.
5. Digital Skills – building capability across schools, communities, the workforce and public service.

A strong monitoring and evaluation framework will ensure annual progress reporting and continued stakeholder engagement. The Draft National ICT Policy 2025–2030 sets a clear, practical direction for expanding access, improving trust in digital systems, enabling economic growth and preparing Samoans with the skills to thrive in a digital world.

Strengthening Samoa’s Readiness for AI Risks

The Ministry of Communications and Information Technology (MCIT), in partnership with UNDP in Samoa, Cook Islands, Tokelau & Niue, is taking action to address the fast-growing risks linked to Artificial Intelligence, including cyberattacks, fraud, and misinformation.

A two-day technical workshop will be held in Apia on 13–14 November 2025, bringing together experts, government agencies, and regional partners to build awareness, share knowledge, and develop practical strategies for AI trust and safety.

Day 1:
Focus on understanding emerging AI risks and their impact on e-commerce, payment systems, and digital public infrastructure.

Day 2:
Collaborative planning to develop AI assurance frameworks, strengthen authentication and data provenance, and identify national and regional priorities.

Expected Outcomes:
• Improved understanding of AI-related threats
• Draft action plans to safeguard digital systems
• Clear priorities for continued collaboration between MCIT, UNDP, and partners

PRESS RELEASE - SAMOA ONE GOVERNMENT PORTAL

The Government of Samoa is pleased to announce the official soft launch of the One-Government Portal.

A centralized digital platform designed to bring together all government services and information in one secure and easily accessible location. The launch was held on 31 October 2025 at the TATTE Conference Centre in Sogi. The soft launch follows an announcement by the Minister for Communications and Information Technology, Hon. Agaseata Tanuvasa Valelio Tanuvasa Peto, during his address to Parliament earlier in the week, where he highlighted the portal as a key milestone in the Government’s ongoing Digital Transformation Strategy. The Keynote Address was delivered by Acting Prime Minister Hon. Toelupe Maoiautele Poumulinuku Onesemo, and attended by Cabinet Ministers, Associate Ministers, Chief Executive Officers, and development partners.

About the One-Government Portal:
The One-Government Portal serves as a unified gateway for citizens, businesses, and government employees to access essential information, services, and official documents. It simplifies the process of navigating multiple departmental websites and enhances public service delivery through a single, integrated platform.

Key features and benefits include:
• A central directory for all government information and services.
• Support for government employees through access to training materials, digital libraries, induction programs, and online learning modules on topics such as cybersecurity and professional development.
• 24/7 availability, enabling users to access resources and services anytime, anywhere, without the need to visit multiple offices.

Implementation and Future Development:
The initiative is co-led by the Office of the Public Service Commission and the Ministry of Communications and Information Technology, with key contributions from the Ministry of the Prime Minister and Cabinet and the Ministry of Finance.

The next phase of development will focus on integrating online services, allowing users to submit and receive applications, access documents, and obtain service information from multiple government agencies through a single online platform. This integration will strengthen inter-departmental collaboration, ensure secure processing, and enable online verification of applications.

Advancing Digital Governance:
The portal also supports evidence-based governance by improving data accessibility, promoting transparency, and enabling more informed decision-making. It marks a major step toward building a more efficient, transparent, and accessible public service system for Samoa.

“The One-Government Portal represents a significant step forward in modernizing public service delivery in Samoa,” said Hon. Agaseata Tanuvasa Valelio Tanuvasa Peto. “It ensures that government services are more accessible, efficient, and responsive to the needs of our citizens while fostering greater collaboration among government agencies.”

The Ministry of Communications and Information Technology (MCIT) proudly announces Samoa’s Cyber Week 2025, a national event running from Sunday 26 to Friday 31 October 2025, under the theme “Protecting Our Future, Empowering Our People.”

Cyber Week 2025 will unite Government, Development Partners, the Private Sector, and Communities in a shared commitment to strengthen Samoa’s digital resilience, promote online safety, and empower citizens to take ownership of their digital future.

🌐 About Cyber Week 2025

Since its inception in 2022, Samoa’s Cyber Week has become a national platform to raise cyber awareness, strengthen capacity, and promote responsible digital practices. This year’s edition is particularly significant as it celebrates:
🚀The launch of the One Government Portal – www.mygov.gov.ws
🛠️The advancement of the GovStack initiative, in partnership with the ITU to enhance interoperability and scalability in government digital services.
👾The continued uplift of technical cyber capacity of local IT practitioners in partnership with the RAPID team

🔹 Continued technical threat hunting scenarios and training of the Technical Stream.

Wednesday 29 October – Advanced Threat Exercises
🔹 Full-day technical simulation led by RAPID and SamCERT.

Thursday 30 October – GovStack and Digital Transformation
🎤 Key Session: “Samoa’s Digital Transformation Journey.”
🔹 Workshop led by ITU and SamCERT on GovStack tools, service design, and building block architecture.
🔹 Participants will explore “as-is” and “to-be” user journeys to develop future-ready digital services.

Friday 31 October – Closing & Launch
🎉 Presentation of Service Design projects and Business Requirements Documents.
🎯 Official Launch of the One Government Portal (www.mygov.gov.ws)
💬 Networking session for government, industry, and development partners to close the 2025 Cyber week.
