✨Collaboration, resilience, and a shared vision for inclusive local governance!✨

Today, conference for Local Women’s Caucuses (LWCs) marked a powerful moment of reflection, celebration, and action. As the current LWC mandate concludes, the conference brought together local women leaders to honor over a decade of progress and to chart the way forward for the next decade.🤝

👥Comprised of women municipal assembly members, politicians, and public servants, the LWCs has been a driving force for gender equality and inclusive local governance. Their efforts have led to real community changes, from establishing childcare centers to advocating for women’s healthcare and championing inclusive police recruitment.

📑During the event, participants developed formal handover guidelines to ensure continuity, recognizing the key achievements of LWCs, and providing a strategic platform to ensure that the knowledge, momentum, and tools developed over the years are effectively passed on to future caucuses.

🎉 celebrates this progress and looks forward to supporting the voices of women as they shape the future of governance in Kosovo.

What an amazing journey! 🌟

The third edition of the Academy of Language and Culture just concluded, five inspiring days filled with learning, growth, and new friendships.

A vibrant group of young people from Prishtinë/Priština and Belgrade came together to break down language barriers and explore each other’s cultures. 🤝

Thanks to the Dialogue Academy Network of Alumnae (DANA), along with support from the OSCE Mission in Kosovo, these youngsters took part in this enriching experience, taking courses in Albanian and Serbian languages, academic sessions, cultural trips and interactive workshops, all designed to strengthen communication, empathy, and trust across communities. 💬

“Dialogue starts with listening, and listening begins with valuing the language someone speaks. It is the first step toward breaking stereotypes and imagining a future together,” said our Head of Mission, Ambassador Gerard McGurk. “Empowering youth with tools for communication and understanding is critical for long-term peace and reconciliation.”

Visiting Gračanica Monastery and the Ulpiana Archaeological Park, and diving into engaging workshops on gender equality, peacebuilding, and intercultural dialogue, the journey was full of meaningful connections. 👥

The message is clear and powerful: Democracy fails when women are silenced - politics must be safe for all.✊

The series of five regional roundtables promoting the Declaration on Eliminating all Forms of Violence Against Women in Politics and Public Life reached its final stop in Pejë/Peć.

📍From Prizren to Mitrovicë/Mitrovica, Prishtinë/Priština, Gjilan/Gnjilane, and Pejë/Peć, MPs, political party representatives, and civil society organizations came together with a shared purpose, to stand against all forms of violence targeting women in politics and public life.

Participants across all roundtables emphasized that endorsing the Declaration is only a first step and concrete actions must follow. They called for:
🏛️ its adoption by the municipal assemblies,
👥followed by trainings for municipal officials and the media,
🤝strengthening gender-responsive governance,
✅securing equal representation in decision-making, and
🌐building partnerships with the civil society.

💬Discussions highlighted the need to tackle financial barriers, increase the gender sensitivity of the party structures, and ensure safe, meaningful participation for women.

Violence against women in politics was widely recognized as a serious obstacle to inclusive democracy, requiring urgent attention ahead of the 2025 local elections.

These events build upon a milestone achieved last year, when 66 MPs across party lines signed the Declaration, facilitated by the Mission, a step toward ensuring that political participation in Kosovo is safe, inclusive, and free of fear, threats, and discrimination.

✍️ As of now 9️⃣4️⃣ municipal officials, and CSO representatives have signed the Declaration.

🗳️With local elections approaching, these declaration signings are a call to action, a commitment to ensuring that every woman can participate in political life freely and fully.

📃As we conclude this chapter of the journey, the work continues.

held a workshop on the implementation of the new Regulation on the Local Coordinating Mechanism for Protection against Domestic Violence, Violence against Women, and Gender-based Violence (LCMDV) and the Administrative Instruction on the emergency fund for victims staying at police stations, by municipalities in the Prishtinë/Priština region. 🤝

To enhance inter-municipal co-operation and institutional responses to gender-based violence at the local level, the workshop was attended by deputy mayors, legal officers, Kosovo Police officers, the Agency for Gender Equality and LCMDV members from the municipalities of Prishtinë/Priština, Obiliq/Obilić, Gračanica/Graçanicë, Fushë Kosovë/Kosovo Polje, Lipjan/Lipljan and Shtime/Štimlje.

“This Regulation and the Administrative Instruction mark important milestones in strengthening the institutional commitment to preventing and responding to domestic and gender-based violence in a co-ordinated, accountable, and sustainable manner”, stated Elona Xhepa, the OSCE Mission in Kosovo Senior Legal Officer. Deputy Mayor of Obiliq/Obilić, Ibush Mjekiqi, specified that the new framework on establishing the emergency fund fulfils a long-standing need and ensures the provision of immediate support to the victims.

Vlora Limani Hajnuni, Political Advisor to the Minister of Justice, delivered an in-depth presentation covering the main updates and legal interpretations related to the new Regulation and Administrative Instruction. 📑

The Mission remains committed to supporting institutional efforts for gender empowerment and protection against domestic and gender-based violence, ultimately creating safer communities.

🟠What began in December 2024 as a powerful exchange during the 16 Days of Activism—when we joined forces with the OSCE Presence in Albania to bring together the municipalities of Dragash/Dragaš and Kukës to share insights and strategies on addressing domestic violence, has since grown into a promising partnership.🤝

Today, that dialogue took a meaningful step forward. In collaboration with the OSCE Presence in Albania and the OSCE Mission to Skopje, we supported a dynamic gathering of the same municipalities, with a clear goal:
🎯to turn shared understanding into sustained co-operation in the fight against domestic and gender-based violence.

Chief of the Law and Justice Section of the OSCE Mission in Kosovo, Mark Lasser, participated alongside the Head of Presence in Albania, Michel Tarran, Head of the OSCE Mission to Skopje, Kilian Wahl, Edvina Murati from the Ministry of Health and Social Protection in Albania, Artë Ademi Bajrami from the Ministry of Justice Prishtinë/Priština, Mayor of Kukës Albert Halilaj and Deputy Mayor of Dragash/Dragaš Resul Fetahu.

💬“It is important to recognize that no single institution or municipality can address violence against women and domestic violence alone. Only through collaboration at all levels and shared commitment we can build safer, more inclusive communities for all”, stated Mark Lasser.

👥Municipal officials, law enforcement, social workers, NGOs, and international partners identified shared challenges and explored practical ways to improve survivor services, strengthen institutional co-ordination, and formalize inter-municipal co-operation, ensuring domestic and gender-based violence cases are addressed with the urgency and co-ordination they require.
