When a community is fed up, hesitation is not an option, what they need is accountability. This is the case for the recent exposure of ghost flood control projects. Due to the revelation of the unfairly allocated funds, the people are enraged. This led to countless social media backlash, eye-openers, and voices that were held back. Catholic and protest leaders called on Filipinos to join what is supposed to be a massive protest at the People Power Monument to denounce corruption involving billions of pesos in the flood control projects. Hence, the EDSA โ€˜Trillion Peso Marchโ€™ was called to set for September 21.

The once difficult to talk about politically sensitive topic, now became a hot topic because of a โ€˜blessingโ€™ brought upon by the heavens. Corruption became too used to the higher platform, that flood arrived to reveal the fake foundation politics has instilled in our eyes. And this now became a big stepping stone for the Filipinos to gather the courage to fight against the helpless systemโ€”this time with leverage.

As ironic as it is, flood, a natural disaster, brings nothing but dismay to those with knees drenched and flood-filled homes. Yet, this became the reason corruption is exposed and brought to light for investigation. This is not just the issue of the missing financial transparency at hand, this is the betrayal of the nationโ€™s trust itself. Every peso risks a life, and around P1.9 Trillion was spent on flood control projects for the past 15 years. For 15 years, a fairly long time, Filipinos have been tricked and fooled into thinking the tax they work so hard everyday to pay went directly to government projects, instead it remains missing. All those years, a fair number of citizens also suffered proportional damage to their assets as well as their health. Every corrupt deal became a series of flash floods that submerges a nation slowly but surely.

Protest enters the room. Voices start to resonate. The date of the march, September 21, is symbolic because it marks the 53rd anniversary of the declaration of Martial Law under dictator Ferdinand E. Marcos, the incumbent presidentโ€™s father. The location of the protest memorializes the 1986 People Power Revolution that ousted the Marcos family. Furthermore, they urged the participants to wear white shirts during the march to symbolize unity and hope. While this is a commendable spirit of those joining the protest, this only reminds us that one can not keep on protesting against the government without change in the system. Numerous times the system has failed the country, public fallacy and yet no action. Would the flood control contractors be truly arrested, or would this be another issue that will be swept aside once again?

The Filipinos must not allow the collusion of contractors, district engineers, and high officials to rob themselves blind. Let all those involved in corruption be held to account. Because while one is seeking for unity and hope, this will just be swayed over floods once again. Corruption, already embedded in the system, stains the once pure desire for unity and hopeโ€”turning it into mud-stained white shirts.

To prevent this, hesitation and silence should be the ones swept aside in times like these. While the people wade through floods courageously, this courage will not go on forever. This could be prevented if only public funds were used properly. Remember, only the flood control projects have started to uncover, how about the healthcare system? The education system? Corruption and impunity is prevalent that much in the nation that with little inference, one can imagine how much more funds are put to waste rather than being properly allocated in the improvement of the economic and holistic progress of the country.

The rally is a call to unite people against corruption and abuse. Through proper reform and accountability from the government, unity and hope will always be one handโ€™s reach, even if it goes through ruthless flash floodsโ€”that is how much the country needs that white shirt.

Furious would be an understatement when you have been paying your taxes just to see little to no trace of progress. The question is, if the money is not being spent as intended, then where is it headed?

Trillions of pesos have been enacted as the national budget in recent years, with an average of more than 200 billion pesos a year allocated for flood control projects. And yet, anyone in this country knows full well what happens when the rain comes. Where are the billions? Certainly not in the 6,000 projects, supposedly implemented. It is beyond outrageous that our country has and will continue to suffer while the enablers of these flood control measures are enjoying the plunder.

The truth, as I see it, is undeniable: flood control in the Philippines has long been a breeding ground for corruption. Projects are delayed, abandoned halfway, substandard, and even โ€œinvisibleโ€ โ€” existing only on paper. Some could even be designed to fail, ensuring that more contracts will be awarded for "repair funds" sometime later. Year after year, almost as seasonal as the floods sweeping through practically the same regions of the country, flood control projects are recurring, all of which are ironically meant to control and even stop these floodings once and for all. Indeed, every disaster becomes another excuse to funnel more money into the same projects that never truly solve the problem.

In fact, for more than fifteen years, from 2011 to 2025, over 1.9 trillion pesos have been allocated for flood control alone, to be undertaken by the Department of Public Works and Highways. But despite the massive appropriation, the same floods still continue to devastate communities. Senator Panfilo Lacson even stated in his privilege speech that roughly 1 trillion pesos may have vanished due to corruption. A trillion pesos, yet still not enough to satisfy the greed of those entrusted with the peopleโ€™s money.

So what gives? Does this mean that flood control projects, in effect, have acquired a darker meaning? Which when dissected means, firstly, there must be a โ€œfloodโ€; secondly, โ€œcontrolโ€ that the flood wonโ€™t drain easily; and thirdly, โ€œprojectโ€ to project this same cycle?

It is not even a matter of capability or resources. Singapore, a country smaller than Metro Manila, invested in long-term drainage systems. Then there's the Netherlands, a country that sits below sea level, built efficient flood defenses. Even Bonifacio Global City, right here in the Philippines, has underground water tanks to control flooding within its district. The problem is while we have a flood of politicians, we barely have a trickle of competent, sincere leaders. Thatโ€™s what happens when you keep voting for the same political breed over and over again.

In the end, the price paid is immeasurable: lives lost, homes destroyed, livelihoods swept away, health afflicted, and billions drained, year after year. Filipinos, tragically, are the ones shouldering the burden. Jeepney drivers and stall vendors lose their income when roads are flooded, deeming them impassable. Students and employees get stranded on highways turned into canals. Families see their homes flooded, often without the means to relocate or recover. It is not enough to read the news and sigh in frustration. Silence in the face of plunder is nothing less than complicity. The corruption we condemn is the corruption we allow, because with every election, by our very own hands, we put them in power.

A flood of rainwater is a seasonal calamity. Aggravated with the flood of corruption and anomaly is an unending catastrophe. To pour billions to solve a problem and yet, allow that problem to worsen is to condemn millions of Filipinos to an endless cycle of destruction. After all, the numbers speak for themselves: the funds are missing, and so is the solution.

Speaking of which, is there hope for a solution to this predicament? On this, I have my own flood of doubts.

Gayunpaman, mas nabubukod-tangi pa ang kabaliktaran ng nabanggit. Ang luntiang kinabukasan na siyang inaasam ay malabong makamit sapagkat mga puno at damo ay ipinagsasawalahang bahala hanggang sa maglaho katulad ng bula. Maririlag ang mga bulubundukin noon, nagpapahiwatig sa kagandahang angkin ng lupang hinirang, ngunit ngayon โ€“ Bulubundukin na ng basura na dala-dala ang amoy ng mistulang kalumaan. Hanggang adbokasiya lang ba ang dapat sa pagharap ng isyung ito?

Ito man ang sitwasyon sa kasalukuyan, hindi pa naman ito ang katapusan. Isang solusyon ang maaaring maging sagot, isang inisyatibang nagsisilbing gabay upang lahat ay makatahak sa landas ng kaluntian: ang Zero Waste Policy. Ayon sa ScienceDirect, binibigyang-diin ng patakarang ito ang panganib na dulot ng lumalaking tambak ng basura sa mga landfill at karagatan, at inihahain nito ang pangmatagalang estratehiya ng waste reduction at tamang segregation bilang tugon. Pandagdag din sa nasabi, sa ulat ng DENR, tinatayang mahigit 60,000 tonelada ng basura ang nililikha ng Pilipinas araw-araw, kung saan halos 30% ay plastik. Ang ganitong antas ng polusyon ay malinaw na babala na kinakailangan ang pagbabago sa paraan ng pagkonsumo.

Isang malalim na pagninilay at pagkakaunawa ang kinakailangan upang makamtan ang tunay na diwa ng Zero Waste. Bawat plastik na sumasalamin sa ating pagkalimot, bawat piraso ng single-use packaging na iniiwan sa ating likuran, at bawat pagkaing nasasayang sa sobrang konsumo ay tila mga hakbang na nagtutulak palayo sa ating responsibilidad bilang mga tagapangalaga ng kalikasan. Sa ilalim ng pilosopiya ng Zero Waste, ang tamang konsumo at disposisyon ay magiging isang siningโ€”isang sining ng pagbawas sa carbon footprint at pagpapahalaga sa sustainable lifestyle.

Ang bawat pagpili ng produkto ay may direktang implikasyon na hindi lamang makikita sa bulsang mayroon, kundi pati na rin sa kalusugan ng ekosistem. Itinuturo ng Zero Waste na sa halip na kumuha ng mga bagay na panandalian lamang ang gamit, mas makabubuti at mas makatarungan ang pagyakap sa reusable at biodegradable alternatives โ€”mga kasangkapang magtatagal, magiging bahagi ng ating buhay, at hindi nag-iiwan ng mapanganib na bakas sa ating mundo.

Nawaโ€™y hindi manatiling hungkag na adbokasiya ang Zero Waste Policy o isang kasinungalingan ginagamit upang balutin ang sugat ng ating pagkukulang. Madaling bigkasin, ngunit mahirap isabuhay; madaling aralin, ngunit mahirap pairalin. Subalit kung hindi sisimulan ngayon, ang bigat ng hinagpis ng kalikasan ay siya ring dahan-dahang kakapit sa palad ng sangkatauhan. Nasa harapan ng tao na ang pag-asa, at sa kanilang likuran ng unti-unting paglalaho. Sa pagitan ng dalawang landas, alin ang iyong pipiliinโ€”ang kumapit sa liwanag ng bukas at pag-asa, o ang tumalikod at tuluyang tanggapin ang kalikasang dahan-dahang magbubunyag sa paglisan.

Following the fierce competition, the Grade 12 Analysts rose to the top of the leaderboard, successfully defending their crown and claiming the title of Overall Champion in the DuScian Intramurals 2025 during the closing program on Monday, September 1.

Marking their back-to-back championship victory, the Analysts showcased strength with consistent triumphs across multiple events, garnering a total of 513 points. Their determination, teamwork, and resilience proved instrumental in securing the highest honor for the second consecutive year.

Following were the Grade 11 Seekers, who claimed the First Runner-Up title with a total of 482 points, while the Grade 10 Probers finished as Second Runner-Up with 427 points, completing the top contenders of the games.

With the Analysts crowned as champions for the second year in a row, the DuScian Intramurals 2025 came to a triumphant close, leaving behind the spirit of victory, competition, and pride.

After days of color, spirit, and competition, Intramurals 2025 has reached its end. At the top of the leaderboard, the Grade 12 Analysts emerged as champions, proving their dominance through skill and determination. Close behind, the Grade 11 Seekers secured second place, while the Grade 10 Probers claimed third. The Grade 9 Explorers finished strong in fourth, followed by the Grade 8 Innovators in fifth, and the Grade 7 Experimenters in sixth, showing heart and resilience throughout the games.

This yearโ€™s Intramurals was more than a contest of scores, it was a celebration of unity, sportsmanship, and the unyielding DuScian spirit. Truly, every team walked away with pride, but only one will forever be remembered as the champions of 2025.
