1.Old baking powder: Expired leavening agents fail to create enough gas to lift the dough.

2.Twisting the cutter: Twisting seals the edges of the dough and blocks vertical rise.

3.Overworked dough: Kneading too much develops gluten and makes the dough tough and heavy.

5.Low oven temperature: A hot oven is needed to create a quick steam rise; a cool oven melts the butter before it puffs.

6.Warm butter: Butter should stay cold so it melts in the oven and creates pockets of air.
