Six lines the Republic works by. Each describes something already running, or it does not go on a card.
Adoption assumes the tool exists and people will not take it. What we see is different. The tools exist. The demand exists. Almost nothing survives contact with a counter 500 km from head office. That is a deployment problem, and it is an engineering job.
