A man who allegedly set fire to South Africa's parliament was caught with explosives, prosecutors say.

Zandile Christmas Mafe is facing five charges - including two counts of arson - following the blaze which began tearing its way through the historic Cape Town building on Sunday.

The 49-year-old has denied all charges, and his lawyer has said he is a victim of mistaken identity.

Mr Mafe is the only person arrested in connection with the fire.

The blaze, which totally destroyed the National Assembly, or lower chamber, but injured no one, has shocked South Africa, and the court was packed ahead of Mr Mafe's appearance on Tuesday.

The sound of cameras clicking erupted as he entered the room wearing shorts and a creased shirt, and he appeared unkempt and dazed, according to the BBC's Nomsa Maseko.

Mr Mafe, who lives in a township called Khayelitsha which is south-east of the city centre, took off his mask and turned slowly to allow the photographers to capture his face during his appearance.

A spokesman for the National Prosecuting Authority said Mr Mafe was facing five charges:

"House breaking" with intent to steal and theft of "laptops, crockery and documents"

Two counts of arson

Possession of an explosive device

Destruction of essential infrastructure

Police said Mr Mafe was arrested within the parliamentary complex after the fire started on Sunday.

But his lawyer, Luvuyo Godla, said the wrong person had been detained and Mr Mafe was being made a "scapegoat".

The case was postponed for seven days to allow police to continue with their investigations. Mr Mafe was remanded in custody until that date.

Meanwhile, firefighters continue to pick their way through the parliamentary building. They are attempting to find any remaining hot spots which could reignite, Cape Town city officials said.

The fire has already reignited once, when strong winds caused smouldering wood in the roof to catch fire again on Monday.

Strengthening economic co-operation between South Africa and China

China's economy, which accounts for 18% of global GDP, is characterised by near-frantic planning, consolidation and expansion activities. The economic growth rate of 18.3% in the first quarter of this year will, according to the World Bank, result in an annual growth of between 8% and 9% for 2021.

The IMF stated recently that China’s remarkable recovery had provided a “strong stimulus” for the global economy which supply it with commodities and supply chain components. As the worlds’s largest market and with huge consumption potential, the Chinese current “dual” approach of enhancing domestic economic activity while reinforcing international economic interaction, will provide exciting new trade and investment opportunities inter alia for South Africa, Africa and the developing world .

This was one of the key messages that emerged from a productive and useful China-South Africa Trade and Investment Roundtable in Hangzhou, capital of China's prosperous Zhejiang province, last week with the theme “A New Development pattern with New Opportunities”.

The Roundtable , hosted jointly by the South African Embassy, Beijing and the China-Africa Development Fund provided an opportunity for senior representatives of government and the private sector of the two countries to take stock of the existing economic co-operation and to explore the active enhancement of bilateral economic ties.

The China-Africa Development Fund has committed to invest over $5.5 billion (R80bn) in 37 African countries and leveraged $26bn in investment and financing from Chinese enterprises in Africa. The fund has invested and financed a number of key projects in South Africa in sectors such as electricity, energy, home appliances, cement and culture

Ramaphosa Breaks His Silence Regarding Zuma And The Nkandla Saga

The National Executive Committee was holding a special meeting today to discuss former President Jacob Zuma's judgment by the Constitutional Court and what has been happening in Nkandla.During the weekend, the NEC meeting was canceled and some members were upset and felt that it should have not been postponed.



Whilst addressing the NEC members, President Cyril Ramaphosa explained that ANC chairperson Gwede Mantashe and KZN Provincial Secretary Mdumiseni Ntuli visited him before his trip to Zambia for the funeral of the late Kenneth Kaunda.

During their visit to the president, the duo warned the president that there could be a dispute brewing in Nkandla following the ConCourt's judgment, and this is the main reason why it was decided that both Mantashe, Ntuli, and some NEC members should visit Zuma and compile a report.



After receiving a call from ANC Deputy Secretary-General Jessie Duarte about the ugly events in Nkandla while he was in Zambia, Ramaphosa says that they decided to postpone the NEC meeting and send more NEC members to support their comrades who were in Nkandla to help manage the situation.

Ramaphosa has further asked the NEC that they analyze what has been happening in Nkandla and make a collective decision. By so doing, Ramaphosa says that they will be strengthening the unity in the ANC and make sound decisions together on how to handle the situation of what is going on in Nkandla



The government is caught between a rock and a hard place. If Zuma does not go to jail, it would be an example of incompetent and spineless leadership. Zuma's supporters will fail to understand that Ramaphosa has nothing to do with the court's decision. Should he pardon Zuma, non-supporters of the former head of state might demand that all criminals be pardoned.

Pretoria - The launch of the 2021 China-Africa short video and photo competition tomorrow in Beijing and on virtual platforms has been hailed as a way to strengthen diplomatic ties between the two partners.

The competition is in its third year and it coincides with the 65th anniversary of the beginning of diplomatic ties between China and African countries.

It will run under the theme “Friendship in Focus, Together for Future” to give opportunities to video creators and photographers to document touching stories of China-Africa friendship and co-operation, including people-to-people bonds.

Co-sponsors of the competition are the Secretariat of the Chinese Follow-up Committee of the Forum on China-Africa Co-operation and China International Publishing Group (CIPG) and co-hosted by Beinjing Review, Yangshipin, CGTN French and Trassion’s HippoAD and Vskit, in partnership with Seneweb in Senegal and the South African Independent Media Group.

Vice-president of CIPG Lu Cairong encouraged participants to focus on the theme of this competition and explore moving stories of China-Africa friendship and collaboration with new perspectives.

Participants were also urged to demonstrate creativity and originality in the video and photo works by telling stories in a down-to-earth manner that would be more appealing.

“In the history of traditional friendship between China and Africa, stories of mutual understanding can always touch people’s hearts, regardless of time and distance,” Lu said.

The director-general of the Department of African Affairs of the Ministry of Foreign Affairs, Wu Peng, said the seeds of China-Africa relations had grown into a towering tree and the fruits would benefit people both in China and Africa

Q: The annual meeting of the World Economic Forum (WEF) is regarded as a wind vane of global politics and economy. This year, "multilateralism" became the key word of the Davos Agenda. What kind of message do you think President Xi Jinping’s speech at WEF conveyed with regards to multilateralism? Since both China and South Africa firmly support multilateralism, in which areas can our two countries co-operate?

A: President Xi Jinping pointed out the four major tasks facing the world at the World Economic Forum virtual event of the Davos Agenda.

The first is to step up macroeconomic policy co-ordination and jointly promote strong, sustainable, balanced and inclusive growth in the world economy.

The second is to abandon ideological prejudice and jointly follow a path of peaceful coexistence, mutual benefit and win-win co-operation.

The third is to close the divide between developed and developing countries and jointly bring about growth and prosperity for all.

The fourth is to come together against global challenges and jointly create a better future for humanity. President Xi emphasised that the way out of our problems is to uphold multilateralism.

The principles and core of multilateralism are, as President Xi Jinping said, boiled down to the following four aspects:

First, we should stay committed to openness and inclusiveness instead of exclusion. To create isolation or estrangement will only push the world into division and even greater confrontation.

Second, we should stay committed to international law and international rules instead of seeking one's own supremacy. "Selective multilateralism" should not be our option.

Third, we should stay committed to consultation and co-operation instead of conflict, and advocate fair competition.

Fourth, we need to reform and improve the system of global governance on the basis of extensive consultation and consensus-building.

President Ramaphosa said at the Davos Dialogue that it is only through multilateral action that the world can solve its challenges. Since the outbreak of the pandemic, China and South Africa have firmly upheld multilateralism, supported the WHO in playing a positive role in global Covid-19 response, and strengthened solidarity in the fight against the pandemic.

President Xi and President Ramaphosa co-hosted the extraordinary China-Africa summit on solidarity against Covid-19, which has played an important strategic leading role in promoting China-Africa anti-pandemic cooperation.

China is willing to work with South Africa to strengthen co-ordination in multilateral affairs, safeguard the UN-centred international system, the international order based on international law and the WTO-centred multilateral trading regime.

We shall step up our co-operation under the framework of BRICS, G20 and Focac, jointly advance the reform of the global governance system, and safeguard the interests of developing countries, so as to achieve win-win co-operation for common development
