ANCWL ON
THE DESPICABLE SOCIAL MEDIA VIDEO DEPICTING A MAN PHYSICALLY ASSAULTING
A DEFENCELESS WOMAN IN XHORA

By: Ithemba LamaMpondo Reporter

Eastern Cape: The ANC Women’s League is appalled and outraged with the incident which took place in Xhora
in the Eastern Cape, where a vicious attack is meted out against a defenceless woman by a
man young enough to be her own son.

This misogynist individual has been identified as Nkosi Ngubesilo Njuqwana from Ward 15,
Sholorha Village in Xhora, a reigning chief with vested traditional authority, but has become a
villain who has displayed no respect for women - who are supposed to find comfort from his
royal oath.

The incident happened in full view of community members who seem to be passive spectators
when this traditional leader discharged this diabolical act and took turns with his physical
assault on an elderly woman and assaulting another who tried to rescue the initial victim.
The scourge of violence against women is so unprecedented in South Africa, to a point where
our own principles of Ubuntu have been neglected even in rural communities, where African
traditional norms and practices should prevail in defence of the vulnerable.

The incident is once again a further portrayal of an inherently patriarchal society, where men
prey on women even at the probable comfort of their neighbourhood, where the immediacy of
assistance is expected to be imminent.

The fact that this assaultive perpetrator has been arrested is certainly not enough, and albeit the
ANC Women’s League acknowledges and respects due process of the law, we call on the entire
justice system to descend on this monster, and protect other women from the villages of Xhora
and elsewhere in our country.

The ANC Women’s League condemns in the strongest terms any form of violence against
women and the vulnerable groups in society, and this reprehensible act of violence displayed in
this incident is not just an attack on the individual, but represents a broader crisis that continues
to plague our country.

We therefore humbly appeal to the Congress of Traditional Leaders of South Africa
(CONTRALESA) to act swiftly without any fear of contradiction against this social deviance and
aggressive actions from this hooligan of a leader.

MUNICIPAL OFFICIAL ARRESTED FOR MUNICIPAL FRAUD AND MONEY LAUNDERING

EASTERN CAPE: The Mthatha Serious Commercial Crime Investigation team of the Hawks, in collaboration with the National Prosecuting Authority (NPA) have arrested three individuals including a company, in connection with alleged fraud and money laundering on 20 January 2025.

The case dates back to the period between 2013 and 2017, involving Sibabalwe Mgangatho (40) who was employed as an Account Expenditure Officer at the Mzimvubu Local Municipality in KwaBhaca. Investigations revealed that Mgangatho was allegedly exploiting her position to misappropriate municipal funds. She was responsible for preparing vouchers, uploading payments and capturing service provider details on the municipality's Munsoft system.

The matter was referred to the Hawks for further investigation, which uncovered that Sibabalwe allegedly colluded with her brother, Ongezwa Mngangatho (32) a cashier at Steady Service Station. Ongezwa reportedly received fraudulent funds transferred from the municipality’s account, which were then redirected to Sibabalwe’s account. Further investigation revealed that Sibabalwe allegedly conspired with her then-boyfriend Siniko Sinethemba Novukela (41) and his company, Lilitha Communication and Construction (Pty) Ltd, to receive payments as fake service providers, with the funds allegedly funneled back to Sibabalwe’s account. The Hawks investigation further established that Sibabalwe had allegedly unlawfully and intentionally processed 48 fraudulent transactions and apparently drained off over R2 million from the municipality.

All three accused appeared before the Mthatha Specialised Commercial Crime Court and were granted bail of R5,000 each. The case has been postponed to 3 February 2025 for further investigation.

Major General Mboiki Obed Ngwenya, Provincial Head of the Hawks in the Eastern Cape, commended the investigative team for their diligent work and reaffirmed the Hawks’ commitment to dismantling fraudulent schemes that harm communities and deprive them of essential services.

MEC ZOLILE WILLIAMS CONDEMNS THE KILLING OF A TRADITIONAL LEADER AND THE R**E OF SIX LEARNERS IN MQHEKEZWENI VILLAGE:

The MEC for Cooperative Governance and Traditional Affairs in the Eastern Cape, Zolile Williams condemns the killing of a senior Traditional Leader uMamu Nogcinile Mtikrakra of Mqhekezweni village near Umtata. On the same breath, he condemns the r**e of six Grade 12 learners of Jongintaba Secondary School in the same village.

The MEC calls on the law enforcement agencies to leave no stone unturned in tracking and bringing to book the perpetrators of the heinous acts.

"The scourge of violence has enveloped the Eastern Cape to levels that have never been experienced before", says MEC Williams.

The violence targetting Traditional Leadership is not only an assault on the institution of Traditional Leadership but an attack on the State because Traditional Leaders are integral part of the State. The perpetrators will be found wherever they may have hid themselves.

The recent spate of violence of r**e aimed at helpless young girls is unacceptable. It has to come to an end. Enough is enough.

The Mtikrakra's are the nephews by law and custom to the Mandela family in Mqhekezweni where Nelson Mandela was raised within the Abathembu clan.

It is disheartening to learn that the hoodlums have no shame of even wielding and gunning down a defenseless female Traditional Leader from the royal blood.

The police investigation units are already on the toes of the perpetrators.
