MPUMALANGA OFFICE OF THE PREMIER ACCOUNTS TO OVERSIGHT COMMITTEE, REAFFIRMS COMMITMENT TO SERVICE DELIVERY
The Mpumalanga Office of the Premier appeared before the Oversight Committee on Tuesday, 19 May 2026 to present its 2025/26 Annual Performance Plan, reaffirming its unwavering commitment to transparency, accountability, and improved service delivery for the people of Mpumalanga.
Premier Mandla Ndlovu provided a political overview, acknowledging the committee's findings and reiterating the office's dedication to corrective action and the responsible stewardship of public resources. In his address, Premier Ndlovu stated: "We will always account, we will always implement, we will correct what is wrong, protect public resources, and above all, serve our people with integrity, speed and dignity."
Director General Ms Maggie Skosana delivered a comprehensive report covering financial and non-financial performance, human resources, digital innovation, youth empowerment, gender equity, and budget management.
The Office of the Premier recorded a commendable financial performance rate of 98.2% for the 2025/26 financial year, reflecting sound fiscal discipline and strict adherence to cost-containment measures. Non-financial performance stood at 76%, with the office committing to intensified monitoring and oversight mechanisms to improve this figure during the 2026/27 cycle.
On human resources and digital innovation, 37 of 41 advertised positions have been successfully filled, with the remaining four undergoing re-advertisement. The digital service delivery monitoring tool is on track to go live by end of June 2026, following the successful completion of Phase 1 and Phase 2 milestones, with expenditure at 85.3% of the allocated budget.
With respect to youth economic empowerment and skills development, 66 youth enterprises were funded in 2024/25 through the Premier’s Youth Development Fund (PYDF) followed by 54 beneficiary enterprises supported in 2025/26. The office is further finalising the advertisement for 20 new internships for the 2026/27 financial year, reinforcing its commitment as a host employer dedicated to cultivating youth skills and broadening economic participation.
The Office of the Premier has also committed to a proactive forecasting plan to address gender disparities at senior management level, targeting a 50/50 gender balance across both the Senior Management Service (SMS) and Middle Management Service (MMS) levels. The proposed new organisational structure has been signed by the Premier and submitted to the Department of Public Service and Administration for ministerial concurrence, with finalisation anticipated before 30 June 2026.
