A FINAL WORD BEFORE I CLOSE THIS CHAPTER
I have followed this matter closely since the Rutendo engagement with Paul Tungwarara, and I have said my piece across every turn it took. These are my final thoughts on it.
I put them down for one reason. The advisor has met his promise in full, and the roundtables have begun. When a man delivers what he said he would deliver, and the talking has moved from the timeline to the table, the record deserves to be set straight while the work speaks for itself.
So read this as the last thing I have to say on the subject.

WHAT IS PAUL TUNGWARARA REALLY TRYING TO DO?
"The shield does not complain about the arrows. He makes sure they never reach the principal."
It started with one phone call most people never saw.
The debt that Rutendo Matinyarare turned into a weapon against the First Family — Paul Tungwarara cleared it. His own money. His own name. In daylight. Then he told the critic one thing: leave the First Family out of it, keep the fight where it belongs.
People keep asking what Paul Tungwarara is really after. The honest answer is simpler than the conspiracy, and bigger.
When Rutendo Matinyarare went after the First Family over that debt, the easy play was lawyers and escalation. Tungwarara did the opposite. He paid it down himself, in the open, and put his own reputation on the line so nobody else's took the hit. One move. No new martyr. No fresh crack for the opposition to widen during CAB3. He took the arrow so the principals stayed clean.
That was not a one-off. That is the whole pattern, and the pattern tells you everything.
THE PATTERN HIDING IN PLAIN SIGHT
Look at what President Mnangagwa promised the people. Thirty-five thousand boreholes for war veterans and their communities. Housing stands for the liberators. The refurbishment of Parirenyatwa, Mpilo, Sally Mugabe, United Bulawayo. Village Business Units. The War Veterans Fund. The President announced them. Tungwarara made himself the man who delivers them and defends them in public.
Watch where the fire goes. When a tender is questioned, when delivery runs slow, when somebody shouts that the money flows to the connected, the first name in the firing line is Tungwarara. The President stays above the noise. The legacy stays protected. That is the job working exactly as designed.
WHY A SERIOUS PLAYER WOULD BUILD IT THIS WAY
Here is the logic nobody says out loud. Every leader on earth survives by keeping a winning coalition loyal, and loyalty runs on delivery. The hardest coalition to hold in Zimbabwe is the liberation base — the war veterans, the Chimbwido, the Mujibha, the rural mobilisers who carried the struggle. That base is the soul of the party, and a soul cannot be bought with a press statement.
So the President put one man in front of that base and made him the Citizen Affiliate Bloc champion. Every doubt about CAB3, every fear that the new dispensation forgets the people who bled for it, lands first on Tungwarara. He absorbs it. He explains it. He converts it into loyalty that flows back to the centre. Boreholes commissioned in opposition wards. War veterans told the work runs to 2030 because it is not finished. That is coalition management done with capital and conviction, in public, at cost.
THE DIGITAL FRONT
The same thing happened online. The opposition, the activists, a handful of parliamentarians — they came for the President on CAB3, on the legacy, on all of it. Tungwarara met them head-on and refused to flinch. He became the loudest, most consistent voice carrying the constitutional fight and the liberation constituency at the same time. The fire that should have reached the President hit him instead, every single day.
FROM THE FIRST BOREHOLE TO THE CENTRAL COMMITTEE
Trace the man and the line is straight. From the first major borehole programme, through the presidential delivery schemes, into the Central Committee, onto the digital battlefield. Every time the President needed a visible defender who could take the heat in public, Tungwarara was already standing there. Every time a quarrel threatened to split into a crack, he paid the price out loud so the tent stayed tight.
SO, WHAT IS HE REALLY DOING?
He is building the President's legacy and guarding it with his own reputation as the wall. Online he carries the narrative. Offline he carries the delivery on the projects that matter most to the base. He has made himself the man the arrows must pass through before they can ever reach the centre.
Most people see the boreholes and the posts and stop there. The few who look closer see the architecture. Paul Tungwarara is doing the rarest thing in politics — taking the cost in public so the principal he serves never has to. The legacy compounds. The base holds. And the President stays exactly where a President should be: above the noise, carried by a man who chose to stand in front of it.
