*President Nelson Chamisa’s statement on the situation in South Africa*

*_WE MUST BUILD A NEW AFRICA!_*

The attacks against fellow Africans in South Africa are appalling and heartbreaking. We call upon our African brothers and sisters to show a full sense of brotherhood and sisterhood consistent with the timeless wisdom of Ubuntu. Brother against brother or Sister against sister is inimical to Ubuntu.

Extremely disturbing are scenes and sights of violence and horrendous attacks in South Africa. It is time to take decisive action to protect all in South Africa and stop any attacks on fellow Africans. Priority must be given to individual security & stopping of all manner and forms of violence.

While these attacks are routinely described as xenophobic, it is evident that they target black Africans. These are deliberate and systematic attacks based on race and country of origin rather than foreignness alone. The resulting conflict is terrible for our communities because they foment hatred and tensions between people. We need to correctly characterise what is happening in South Africa not as xenophobia but as Afrophobia, as the attacks are not necessarily against foreigners but against fellow black Africans.

The irony is on why an African should be Afrophobic. True, we need to solve the challenges in fellow African countries that have led to many leaving their own countries but the irony remains that Africans would feel unwelcome both in Europe as well as in a fellow African State. If Africans are unsafe in Africa, where else should they go?

While we acknowledge that South Africa, like many other African countries has problems of inequality, joblessness, social service delivery, poverty and illegal immigration. Violence and impunity is not the answer to these problems.

If we allow violence and brutality in society to be used as an instrument to resolve challenges, it inevitably spreads to all facets of life including affecting women and children. Violence in all its ugly forms and manifestations, be it towards women and children, citizens, illegal immigrants or any other human being for that matter is simply unacceptable.

In Africa, we have always been at each other’s throat since we were put on this earth by God
fighting over everything or anything, fighting over borders or boundaries, fighting over water, fighting over food, fighting over political parties, fighting over property, fighting over tribes, fighting over ideology, fighting over faith and religion. Yet we hardly ever engage in a civilized contest over strategy, ideas and thought.

As Africans we need as a matter of urgency to stop violence against each other.

Already, we have seen business being disrupted and commerce being disturbed as truckers that use South African routes fear for their lives. Threats of retaliation against South African drivers and businesses in other parts of the continent demonstrate that this is a vicious cycle in which there is no winner.

More significantly, this violence is concentrated among the poor and vulnerable of our societies. It is the poor killing the poor. Over the years, it has emerged that acts of violence are often caused and are directed by the cruel selfish elites. If we fix our political challenges, there would be no need for circumstances of undue hardships and animosity.

Other nationals are in South Africa principally because politics and leadership ineptitude has made other African countries uninhabitable. They vote with their feet, seeking greener pastures. Yet there, they find hell as they clash with equally vulnerable and happiness-seeking locals. It becomes a running battle between the poor. We can solve this by fixing our messy politics.

This is why we find it incredulous when our brother leaders in the region look aside when our government brutalises citizens. Where do the oppressed go? To the neighbours. That is why we have always said Zimbabwe’s problems are also our neighbours’ domestic challenges. Illegal immigration is a product of nurturing dictatorship in our neighbourhoods.

Time has now come to think seriously about the New Africa we deserve. We must collectively, as Africans, examine critically the utility of maintaining colonial boundaries and borders which give a false sense of division and exceptionalism. The divisions made in Berlin more than 100 years ago still divide us. We need a post-Berlin conference African consensus to shape a New Africa to the satisfaction of our ideals, imaginations, hopes and aspirations.

In the long run, Africa should move towards removing colonial borders, having one passport and establishing a single currency and a single market. We must build our internet exchange points, continent-wide television networks, proper road, rail and flight links. We have started well with a continental free trade area. We dare do more!

The great Kwame Nkrumah famously said, “Our independence is meaningless unless it is linked up with the total liberation of Africa,” The declaration encapsulated the sense of brotherhood that defined the struggles for liberation. We should never lose that spirit, even today as many of our citizens across the continent suffer under brutal regimes.

We urgently need A New Africa where African brotherhood is the common denominator. A New Africa where the African Union plays a more dynamic role in solving African problems and is at the forefront of pushing the African youth development agenda.

A better tomorrow and a NEW AFRICA does not just happen, it must be designed and now is the time to build on these fundamentals and construct: The Africa We want and deserve.

Our dear South African brothers and sisters, we appreciate your being tired of those you estimate to be foreign, but please help us lobby for intervention of SADC and South Africa to fix Zimbabwe’s politics by helping Zimbabweans resolve the legitimacy and governance crisis caused by the disputed July 2018 Presidential election and on-going poor performance.

When Zimbabwe was stable and thriving we never had these problems of illegal immigration. In fact our South African brothers and sisters were coming to Zimbabwe to seek refuge from apartheid, to learn and do business. That’s the way it should be.

Fixing Zimbabwe will reduce South Africa’s problems. Fixing Zimbabwe will restore its citizens’ dignity and hope. Similarly fixing Somalia, DRC and Nigeria, among other countries, will go a long way in stabilizing Africa and reducing the problem of tensions and hate.

So many people died to free Africa. We can’t have more people dying in a free Africa.

I appeal to President Cyril Ramaphosa and South Africa to help Zimbabweans help themselves through a credible and genuine political dialogue to put in place transitional mechanism that will pave way for comprehensive political and economic reforms, a lasting solution to returning Zimbabwe to freedom, legitimacy and democracy.

To our leaders and fellow citizens of SADC, when any country sneezes the whole region catches a cold. A sick and weak Zimbabwe will always be an albatross around the necks of all the other countries in the region and indeed on the continent. Please help us help ourselves.

Lastly, with developments in South Africa, I call for enough mechanisms and measures to be put in place to ensure the security and protection of all Zimbabwean citizens. Section 35(3)(a) of the Constitution of Zimbabwe obliges the state as a peremptory duty and mandatory obligation, to protect citizens wherever they maybe. This right is available to all citizens in and outside Zimbabwe.

New Africa is the way to go

We need a new way, a new dawn on the continent.

Africa must unite on values of freedom democratic values, free fair elections and prosperity for its people. SADC must be a people’s community not a community of its leaders alone. The African Union must be truly an African people’s Union.

RESOLUTIONS OF THE MOVEMENT FOR DEMOCRATIC CHANGE 5TH NATIONAL CONGRESS HELD AT ASCOT STADIUM GWERU, MIDLANDS, ZIMBABWE

2019-2024

The Movement for Democratic Change convened a successful and historic Congress from the 24th to the 26th of May 2019 at Ascot Stadium in Gweru, Midlands Province, Zimbabwe under the theme “Defining a New Course for Zimbabwe”.

Following a comprehensive Political Report of the Party and Thematic Reports followed by robust debates by delegates during plenary, Congress made the following Resolutions –

EXTERNAL RESOLUTIONS

1. Congress takes note of the multiple crises affecting and arresting Zimbabwe which includes crisis of legitimacy, of governance, of lack of confidence, economy disequilibrium, breakdown of the rule of law, corruption and massive closure of political space.

Congress therefore resolves that the Party must urgently implement measures to address and resolve the national crises. Which measures include the following -

(a) the transformation, strengthening, modernisation, renewal, capacitation, rejuvenation and reinvigoration of The Party.

(b) defending and protecting the people of Zimbabwe and the constitution though proactive informed processes of engagement that include advocacy and mobilisation, including the exercise of the people’s constitutional right to petition and protest as protected by s59 of the Constitution.

(c) providing solid and effective leadership in the zones controlled by the party including parliament, local authority, including deepening and sharpening the Party’s relations with the trade union movement, the church, the student movement and the rest of civic society.

(d) providing leadership and alternative programmes, ideas and solutions to the national crisis through deep and informed policy positions, particularly on issues of governance, the rule of law, constitutionalism and the economy.

(e) implementation and pursuit of the reform agenda particularly on areas that fundamentally affect the national question, including areas of –

I. electoral reform
II. political and institutional reform
III. constitutional and legal reforms
IIII. security sector realignment
V. corruption
VI. devolution
VII. poverty and social safety nets
VIII. the economy
(f) the pursuit of genuine inclusive national dialogue to actualise the reform agenda though an inclusive framework or transitional mechanism.

Resolution of Legitimacy and the National Question

2. Concerned by the absence of a national consensus and broad-based inclusive reforms resulting in cosmetic, false and pretentious reforms. Congress therefore, calls for the restoration of trust, confidence and legitimacy in order to create an environment for growth, stability, productivity on the back of domestic and foreign capital flows. Congress reiterated its position, that in the face of continued intransigence by ZANU-PF, the people of Zimbabwe have a constitutional right to protest.

3. Congress further calls for an all stakeholders and all people’s Convention to locate exit points to the crisis currently bedevilling our country.

4. In order to resolve the national crisis, Congress mandated the party to engage in a national dialogue to reach a political settlement through a transitional mechanism.

Any such dialogue must be credible and bankable, anchored on five key pillars which are:
a) Return to Legitimacy and normalcy
b) A Comprehensive reform agenda
c) Nation building and peace building
d) An end to international Isolation
e) Resolving the economic and humanitarian situation

5. Congress mandates the Party to formulate and launch a roadmap to legitimacy and dialogue framework to guide the Party in any dialogue for the purposes of resolving the national crisis.

The National Economy
6. Through disastrous policies anchored on patronage and regime survival agendas, the ZANU PF administration has collapsed the economy which finds itself in a deep recession characterized by high unemployment, zero productivity, hyperinflation, an unsustainable debt, collapsed social services, terrible monetary policy and loss of value of working peoples salaries and pensions.

Congress therefore mandates the party to take action through dialogue and other constitutional means of ensuring that there is deep structural Reforms in the economy including -

(i) macro-economic stability and fiscal consolidation
(ii) a stable monetary policy including a return to the multi-currency regime and the demonetization of the RTGS dollar and its cousin, the bond note.
(iii) ensuring full employment and the preservation of the value of wages and pensions
(iv) a resolution of the country’s sovereign debt crisis through methods that do not ensure the country’s further indebtedness and the continued accumulation of unsustainable and odious debt.
(v) addressing poverty, social services and the creation of social safety nets.
(vi) the pursuit of a rigorous programme of the rural areas.
(vii) the pursuit of gross capital formation and infrastructural transformation focusing on roads, energy, dam and ICTs.

National Institutions
7. Congress recognises that the constitutional role of national and state institutions including our national security institutions in defending our territorial integrity and sovereignty is of utmost importance and that their professionalism and neutrality in the election of political leadership is important in the development of constitutional democracy and economy.

Rule of law and Independence of the Judiciary
8. Congress reiterates the party’s position to uphold the rule of law and to continue respecting the independence of judiciary.

The Labour Agenda
9. Congress resolved to establish a Labour Caucus as a platform to engage workers and address labour related matters. Congress further resolved to institute a labour quota at all levels in the Party structure.

Court Judgement
10. Congress noted a High Court Judgement ordering the Party to hold an Extra-Ordinary Congress and resolved that the necessity and requirements of such Extra-Ordinary Congress have been fully addressed by this Congress.

Party in Government
11. Congress noted that the Party has developed a comprehensive policy blueprint called SMART and therefore resolves to stand by these policy positions and continue to review them in line with changing circumstances. Further that the Party must continue to develop policy positions in line with the objectives of the Party.

12. The Party will formulate and launch a New Zimbabwe Blueprint to guide a conversation and discourse on our vision for a new Zimbabwe.

13. The Party will develop a comprehensive legislative agenda to inform reforms and oversight by Parliament.

14. The Party shall develop a SMART agenda to inform the Local Government work-plans in the various zones of autonomy where the Party has been given a mandate by the people of Zimbabwe.

The National Democratic Project
15. Congress noted that the Party is the legitimate vehicle of the ideals of the liberation struggle. As such, the Party will lead the nation in a national agenda of nation building through building a consensus by all Zimbabweans for Zimbabwe.

16. Congress mandates the Party to honour and salute all the liberation war heroes and the nation’s forebears for their contribution to the attainment of our independence.

Diplomacy and International Relations
17. Congress mandates the Party to build a global solidarity network and diplomatic offensive for pressure to resolve the crisis in Zimbabwe. There must be African solutions to African problems upon the support of the international community.


18. Congress directs the Party to build African and global solidarity for the advancement of the African people’s struggles and aspirations. Further, to advance the struggles of all the downtrodden and oppressed people of the world.

19. Congress mandates the Party to work with all progressive peoples, nations and governments that defend and advance good governance, rule of law and democracy, worldwide.

BREAKING!!!!
A bus (suspected to be Intercape) has overturned on N1 South near Mokopane (Limpopo South Africa) and 10 people have been confirmed dead and it's like that there could be more deaths.

The bus was travelling from Harare to Johannesburg when the driver lost control, hit the barrier and it overturned.

61 people were on the bus, the 50 injured have been taken to Polokwane hospital. The co-driver is on the scene. It is said that the driver fell asleep and woke up when the bus was already out of control.

MDC on court verdict: It is the people who are sovereign

Zimbabweans have just received with a heavy heart the Constitutional court verdict that Emmerson Mnangagwa was legitimately elected president of Zimbabwe in the just-ended harmonized plebiscite.

For the record, President Nelson Chamisa and his legal team mounted a formidable case on behalf of the people of Zimbabwe; a case of chicanery and electoral pilferage that was vindicated by the Zimbabwe Electoral Commission’s embarrassing revision of its own declared results for a record three times.

As a party and as an Alliance, we believe in the rule of law and we respect the verdict of the courts; more so the verdict of the people Zimbabwe who overwhelmingly voted for President Nelson Chamisa; for transformation; for opportunities and for prosperity in their beloved country.

Our unstinting belief in the rule of law means we shall not only respect the verdict of the Bench but we shall also doggedly pursue all constitutionally permissible avenues to ensure that the sovereign will of the people is protected and guaranteed.

After all, it is ultimately the people who are sovereign. As Chief Justice Malaba noted in the court’s judgement today, it is not up to the courts to decide elections but it is up to the people.

We call for peace in our land but above all we call for the veneration and protection of the people’s sovereign expression which was unequivocal in the just-ended harmonized election. The sombre mood in the country in the wake of today’s court verdict is in itself a telling statement.

Ultimately, the people shall govern!
