Somali FM Calls for Cooperative Solutions at Russia–Africa Forum
Cairo, December 20, 2025 - The Minister of Foreign Affairs and International Cooperation, H.E. Abdisalam Abdi Ali, participated on Saturday in the Second Ministerial Conference of the Russia–Africa Partnership Forum, held in Cairo from 19 to 20 December 2025.
In his official remarks, Minister Abdisalam underscored the importance of multilateralism in addressing global challenges such as geopolitical tensions, climate shocks, food insecurity, and terrorism. He stressed that these issues “cannot be effectively addressed through unilateral approaches” and called for “renewed confidence in cooperative solutions rooted in mutual respect, shared responsibility, and international law.”
The Minister highlighted Somalia’s recovery journey, noting that international solidarity and African-led initiatives have been vital. He welcomed the Russia–Africa Partnership Forum as a platform for structured dialogue, emphasizing that frameworks “guided by mutual benefit and respect for sovereignty” can complement existing global mechanisms.
On climate change, Minister Abdisalam described Somalia as one of the countries most affected despite contributing minimally to global emissions. He urged for equitable climate finance, capacity-building, and access to technology through multilateral cooperation.
Addressing economic concerns, he pointed to market fragmentation and unequal access to finance as barriers to development, encouraging dialogue to foster inclusive and sustainable growth.
Concluding his statement, Minister Abdisalam reaffirmed Somalia’s commitment to a rules-based international order anchored in the UN Charter and peaceful dispute resolution. He expressed appreciation to the Arab Republic of Egypt for hosting the conference and thanked participating delegations for their constructive engagement.
