GRADE 10 & 12 HOLDERS STILL IN SENIOR POSITIONS AT KAGISANO MOLOPO LOCAL MUNICIPALITY.

Despite efforts to address governance issues, Kagisano Molopo Local Municipality (KMLM) in Ganyesa continues to face allegations of unqualified individuals occupying senior positions. Reports suggest that some top administrative roles are held by employees whose highest educational qualifications are only Grade 10 or 12.

Residents and observers point to cadre deployment as the root cause. This practice, which prioritizes political loyalty over competence, has long plagued local government. At KMLM, it is said that cadres are not only appointed to political offices but also placed in senior administrative positions roles for which they often lack the necessary experience or qualifications.

The municipality’s challenges are compounded by political interference, which many say drives poor service delivery and operational inefficiencies. Despite repeated promises of reform, little seems to have changed over the years.

In a recent development, the municipality has come under fire for a R1.1 billion irregular expenditure. A council meeting intended to address this issue was abandoned when no municipal leaders were present to answer critical questions about the financial mismanagement. This incident has further eroded public trust in the municipality's leadership and its ability to manage public funds responsibly.
