Progress Update: Hemel-en-Aarde Road Repairs Underway

The Overstrand Municipality welcomes the continued progress on the R53.2 million flood damage repair project along the Hemel-en-Aarde Valley Road.

The Western Cape Department of Infrastructure has been hard at work repairing major damage caused by the severe floods of September 2023, which washed away large sections of this key regional route. The scope of work includes rebuilding embankments, the road pavement structure, and drainage systems, as well as constructing four new concrete retaining walls to improve long-term stability.

*To date, the project has created:*
• 1 050 person-days of employment
• 51 local work opportunities
• R3.2 million spent on targeted local enterprises

Project completion is expected by mid-2026. The road remains under a stop-and-go system, which will continue until the full width of the road is safe for two-way traffic.

This scenic road is not only a popular tourist route, but also a vital connector for residents, farmers, and businesses across the Overstrand and Overberg area.

The Municipality urges all road users to drive cautiously and adhere to traffic signage while repairs continue.

Western Cape Premier Alan Winde arrived on his bicycle in Hermanus this morning to attend a presentation on safe cycling infrastructure, hosted by the Overstrand Municipality. The session, led by international cycling advocate Andrew Wheeldon – known for his work with governments around the world – will be highlighting the importance of developing safer, more accessible cycling routes in towns like Hermanus.

As part of his visit, Premier Winde will also cut the ribbon to officially open the newly upgraded bridge section of the Hermanus Cliff Path. Residents are invited to join the event, with coffee and merchandise available from 11:30, followed by the official opening at 12:15.

The meeting point is near the bridge on the Cliff Path, close to the corner of Sea Road and Protea Road.

This visit supports ongoing efforts to improve active lifestyles, eco-tourism, and safe public infrastructure in the Overstrand.

The Municipal Demarcation Board (MDB) has released its second draft of ward boundaries as part of preparations for the 2026 Local Government Elections. These proposed changes are open for public input, following publication in the relevant Provincial Gazettes.

Members of the public have until Friday, 3 October 2025 to submit written objections to the proposed ward boundaries.

𝑷𝒓𝒐𝒑𝒐𝒔𝒆𝒅 𝑪𝒉𝒂𝒏𝒈𝒆𝒔 𝒊𝒏 𝑶𝒗𝒆𝒓𝒔𝒕𝒓𝒂𝒏𝒅: 𝑾𝒂𝒓𝒅 15

For Overstrand Municipality, the proposed ward configuration includes a Council of 29 councillors, comprising 15 wards.

Submission of objections:

In line with the Municipal Structures Amendment Act, 2021, any person who is dissatisfied with the proposed ward boundaries may submit a written objection to the MDB within 14 days of the publication date of the applicable Gazette.

It’s a sad truth that excess waste often simply gets dumped somewhere on a sidewalk, someone else’s property or at an out-of-sight spot.

Illegal dumping and the disheartening sight of people throwing paper out of car windows or while walking not only harm our environment but also pose serious health risks. If this behaviour continues unchecked, it could lead to a decline in property values, as most people find living in an area scattered with rubbish off-putting.

Landfill sites are there for a reason: Disposing of tons and tons of household waste in a responsible manner calls for careful planning and serious consideration of environmental impacts over the long term.

This is why Overstrand Municipality configured several convenient waste-disposal options so that residents can deal with those headaches that plague just about everyone from time to time:
• a mountain of packing material left after moving house,
• unsightly builders’ rubble spoiling the attractiveness of a newly renovated home,
• cans of paint long past their use-by date,
• old batteries that will never, ever be revived,
• remnants of trees and shrubs that had to make way for the sun

The solution is simple: Drop the excess off and we will do the rest.

𝑲𝑵𝑶𝑾 𝑻𝑯𝑰𝑺:

Both black (general waste) and clear (recyclable) bags are collected on your regular day. In some areas, recyclables and general waste are collected separately or using split vehicles.

Clear bags are often grouped at a central point before being taken to the Materials Recovery Facility or Transfer Station. In baboon-affected areas, teams work quickly to remove bags and avoid mess.

Garden waste is not accepted at the Hermanus MRF. It must be taken to the Hermanus Transfer Station, where it is chipped and sent to Karwyderskraal for composting.

*Overstrand Municipality celebrates top spot in Waste Management Awards*

Overstrand Municipality has reaffirmed its place among the Western Cape’s top-performing municipalities by winning the 2024 Municipal Waste Management Recognition Programme.

This recognition highlights the municipality’s commitment to responsible and sustainable waste management - a notable achievement for the entire Waste Management Team and the Overstrand community.

The results were officially announced at the Western Cape Waste Managers Forum earlier today (14 August 2025).
This programme, led by the Department of Environmental Affairs and Development Planning (DEA&DP), assesses municipalities on their implementation of the National Environmental Management: Waste Act (Act 59 of 2008).

The goal?

To encourage and to promote continuous improvement in waste management practices across the Western Cape.
Building on last year’s second-place finish, Overstrand’s win is proof that consistency, care, and commitment do pay off.

"We’re very proud of our Senior Engineer for Waste Management, Craig Mitchell, and the entire refuse collection and waste management teams for their hard work and dedication," said Overstrand Executive Mayor, Archie Klaas. "This recognition motivates us to continue raising the bar in protecting our environment."

The Mayor also extended his gratitude to the residents of Overstrand: "We want to thank our community for their ongoing efforts in recycling and composting - every small action helps reduce what we send to landfill."

Congratulations to everyone involved in achieving this remarkable milestone!

WATER ALERT: Major pipeline burst - Use water sparingly

A burst has occurred on the bulk water pipeline from the treatment works, affecting water supply to Hermanus areas from Sandbaai to Voëlklip.

Reservoir levels are running low, and residents are urgently requested to use water sparingly.

The operational team is on site investigating the cause of the burst. At this stage, no estimated time for repairs is available.

Ongoing improvements to Overstrand’s Water and Wastewater Works

To the west, the ± R55 million-upgrade of Kleinmond’s waste-water treatment works (situated on the R44) has been completed.

This project involved the refurbishment and upgrading of the existing plant which included the construction of a new aerobic reactor, conversion of the existing reactor to an anoxic basin and the installation of a mechanical screen and a screenings washer compactor. Along with various structural and process improvements, an access slab and new staff facilities were also added.

The plant now has a treatment capacity of two megalitres per day.

To the east, Pearly Beach’s water tower underwent a much-needed “facelift” to restore its structural integrity. Pearly Beach relies on both the Koekemoer and Pearly Beach Dams for its water supply, and the treatment plant was originally designed to handle a blend from both sources.

Other ongoing projects throughout Overstrand include the replacement of ageing water pipes, the development of boreholes and the installation of new disinfection systems, to mention but a few.

Overstrand Municipality has long since been lauded for the exemplary system it has in place to dispose of waste in a responsible, environmentally friendly manner.

The effectiveness of this system, though, is largely dependent on diverting as much waste as possible away from landfill sites by instilling a culture where recycling or reusing becomes second nature to Overstrand’s residents.

By way of illustration, thanks to the exemplarily cooperation of those residing in the Greater Gansbaai area alone, statistics for the period May 2024 to April 2025 show that 1 666 tons of builders’ rubble and soils, 175 tons of organic waste and 25 tons of recyclable materials are on average being diverted from the Gansbaai landfill site per month already.

Consequently, the general waste ending up at the landfill site for the same period could be limited to 1 234 tons on average per month.

If this practice of diverting around 60% of waste per month can be
maintained, the more likely it is that the operational lifetime of this landfill site can be extended to 2036.

In essence, adopting a culture of recycling and reusing hinges on two principles: caring and sharing.
