Capricorn District Municipality Executive Mayor Cllr Mamedupi Teffo is manning the programme

SALGA Senior Advisor for Human Resources, Labour Relations & Dispute Resolution, Dr Dan Raseluma briefed delegates on the status of collective bargaining matters within the South African Local Government Bargaining Council (SALGBC). He emphasised that SALGA’s mandate is to secure fair agreements that do not place unsustainable financial strain on municipalities, while ensuring stability in the workforce.

Dr Raseluma reaffirmed that SALGA’s approach is to secure agreements that balance fairness to employees with municipal affordability, efficiency, and productivity. He assured delegates that no agreements will be finalised without proper consultation and mandates from municipalities.

Dr Namane Dickson Masemola, Deputy Minister, Cooperative Governance and Traditional Affairs (CoGTA)
presented a coordinated package of legislative, fiscal and administrative measures including the Results Management Office, targeted infrastructure funds and proposed amendments to local government law to arrest municipal distress and restore reliable service delivery.
The package links law reform, fiscal realignment and professionalisation as mutually reinforcing levers for municipal recovery.

Limpopo PMA Day1

SALGA Provincial Chairperson Cllr John Makoro Mpe called for professionalised local government, firm consequence management and renewed focus on oversight to restore public trust and improve service delivery.

Chairperson Mpe described Traditional Councils and tribal land as core service
delivery areas for residents. He framed the conference theme, “building resilient municipalities,” as reflecting the urgent needs of communities. He characterised the assembly as a platform and testing ground for leadership and ideas.

The Provincial House of Traditional Leaders reaffirmed its support for SALGA and called for stronger partnerships to improve service delivery.

Hosi Pheni Ngove, Chairperson of the Provincial House of Traditional Leaders (HOTL),
stated that the House supports the work of SALGA due to its tangible impact on local government. While acknowledging strong relations between municipalities and traditional leaders, he noted continuing gaps in service delivery and welcomed reforms and partnerships made possible through legislative arrangements with Traditional Houses.
