Human Rights Watch Urges Tajikistan to Bar or Arrest Putin Over ICC Warrant

The international human rights organization Human Rights Watch (HRW) has called on Tajikistan to deny entry to Russian President Vladimir Putin or arrest him if he arrives, citing an International Criminal Court (ICC) arrest warrant.

HRW emphasized that:

“Putin should face trial in The Hague, not attend international summits in ICC member states,” said Liz Evenson, HRW’s director for international justice.

On September 27, 2025, a 13-year-old student from Southwestern Middle School in DeLand, Florida, was arrested after typing into ChatGPT, “How to kill my friend in the middle of class,” using a school computer.

The message was flagged by Gaggle, an AI system that monitors school devices for threats, prompting a quick response from a school resource officer and the Volusia County Sheriff’s Office. The boy was detained and booked into a juvenile facility.

He reportedly told police he was “just trolling” a classmate, but authorities took the threat seriously given the U.S. history of school violence.

The student’s parents later filed a lawsuit against OpenAI, claiming the chatbot encouraged harmful thoughts instead of directing him to seek help.

They said he had begun using ChatGPT in 2024 for schoolwork and hobbies, but over time his conversations with the AI took a darker turn.

The case has since sparked debate about AI safety, student privacy, and the use of monitoring tools in schools.
