This week's edition is up on www.edgenews.co.za and ready for your reading pleasure ... though perhaps 'Pleasure' won't be the result with regards our front page story. Housing and land issues have flared up again - highlighting the fact that Sedgefield is STILL awaiting those housing projects in Smutsville - promised all those years ago. Illegal land invasions have resulted as frustrated residents simply have nowhere to live .... KNYSNA POLICE LAUNCH SEARCH FOR MISSING WOMAN(43)

The Knysna police launched a search for Nokhanyo Mtshaulanga(43) from New Rest, White Location in Knysna who was reported as missing by her next of kin.

Preliminary reports available suggest that the woman went to work in the central business district of Knysna on Saturday, 01 November 2025. She never arrived at work and did not return home. The missing person was last seen along Grey Street, Knysna dressed in her work uniform, same as in the attached photograph.

The investigation officer, Sergeant Thamsanqa Maqungo urge anyone with information about the whereabouts of the woman to contact the police. He may be contacted at the Knysna Detectives at 044 302 6652 or 083 513 7559.

MUNICIPALITY ACTS AGAINST ILLEGAL LAND INVADERS

Knysna Municipality is taking legal action against illegal land invaders in Sedgefield and are clearing the affected properties of illegally constructed structures.

“A docket has been opened at the Sedgefield SAPS office for contempt of the court,” explained acting Municipal Manager Dr Richard Martin. “We are compiling a list of individuals who have illegally built and occupied any structures on the identified properties and individual dockets will be opened for trespassing and the contravention of the interim court order. We are also breaking down half-built illegal structures on the properties.”

This follows an interim order to evict illegal land invaders from a municipal owned property next to the Usave and dunes in Smutsville, Sedgefield, issued by the High Court of South Africa.

“These transgressors are violating the rights of approximately 300 people who are on our pre-screened list,” Martin said. “These include individuals representative of the disabled, elderly, military veterans and child-headed households, who have all been pre-screened by the provincial government. We will prosecute these transgressors to the fullest extent of the law to protect the interests of our residents. Members of the community who are engaged with this – and any other – type of illegal activity are urged to desist immediately.”

The local Law Enforcement Cluster (including SAPS), met on 30 October to agree on a plan of action to enforce the interim court order and interdict for the dunes. “We have appointed a service provider to assist in deconstructing and removing illegal structures from both the properties next to Usave and the Sedgefield Dune,” continued Martin. “Around the clock security will prevent any further construction or illegal occupation. The cluster will implement an over-arching anti-land invasion plan.”

The illegally occupied land is earmarked for the Sedgefield Infill Housing Programme, which is set to deliver more than 150 serviced sites during its first phase. Continued illegal occupation of this site will jeopardise this R10.7 million housing project. I once again ask that all residents cooperate with officials during this time,” he concluded.

The interim order and interdict recognises the situation as a matter of urgency. It orders that the land invaders may not erect any structures on the land in question; they may not enter the existing unlawfully erected structures; and they may not enter the property in question.

HIGH COURT ORDERS EVICTION OF ILLEGAL LAND INVADERS IN SMUTSVILLE

The High Court of South Africa has granted Knysna Municipality an interdict to evict illegal land invaders from a municipal owned property next to the Usave in Smutsville, Sedgefield.

“We received the interim interdict today, 24 October,” explained Knysna Municipal Manager Dr Lulamile Mapholoba. “This allows us to evict the current illegal squatters and prevent any further such illegal activity.”

“I ask that all residents of Smutsville and Sizamile, particularly those who are acting illegally, cooperate with officials in a calm and reasonable manner while this issue is resolved,” he urged. “I ask that the personal safety and legally owned property of all residents be respected. We remain steadfast in our zero-tolerance approach to any kind of illegal activities, including land invasion. While we will take all reasonable action to execute the directives of the court order, we will also endeavour to protect the rights, safety and property of law-abiding citizens.”

The illegally occupied land is earmarked for the Sedgefield Infill Housing Programme, which is set to deliver more than 150 serviced sites during its first phase.



“The continued illegal occupation of this site will rob the community of a R10.7 million investment in their own housing project,” Mapholoba explained. “We cannot allow this to happen.”

The interdict recognises the situation as a matter of urgency. It orders that the land invaders may not erect any structures on the land in question; they may not enter the existing unlawfully erected structures; and they may not enter the property in question.

“I must emphasise that this court order specifies that no officials may be assaulted or threatened at any time while carrying out the stipulations of the interdict,” he continued. “That includes during formal or informal meetings held with members of the Smutsville community.”

The municipality applied for the urgent interdict to not only save the planned housing project and its allocated budget, but because legislation requires the safekeeping of its assets. Section 63(a) of the Local Government: Municipal Finance Management Act 56 of 2003 clearly states that “[t]he accounting officer of a municipality is responsible for the management of the assets of the municipality, including the safeguarding and the maintenance of those assets”.

“We have, however, not simply pursued this course of action to comply with legislation, but to protect the interests of our community and the integrity of the planned housing project,” Mapholoba concluded. “We ask that the community cease any unlawful activities and I once again appeal to them to cooperate with us. We have no option but to enforce and uphold the law. This interdict will allow the municipality to open a case of trespassing against anyone occupying land illegally, arrest anyone trespassing on the land and prosecute them successfully. Please work with us to resolve this matter so that we may continue with the housing project and provide safe, serviced sites to the community.”

In accordance with the interdict, the municipality will communicate the order via loudhailer in Smutsville and by displaying it at the property in question, the Smutsville Library, Smutsville Community Centre and its own offices.

DON'T FALL FOR FRAUDULENT TENDERS

Incidents regarding fraudulent municipal letters of appointment and purchase orders have come to the attention of Knysna Municipality. “We urge all service providers, along with the broader community of Greater Knysna, to immediately report incidents of suspected fraud and to be vigilant against falling for the traps set by tender scammers,” said Knysna Municipal Manager Lulamile Mapholoba.

“Our Supply Chain Management Department follows strict procurement procedures designed to protect the interests of qualifying service providers and those of the municipality,” Mapholoba explained. “There are a number of ways in which service providers can protect themselves from falling victim to this type of fraud.”

Mapholoba said that one should always be wary of suspicious communication like unsolicited emails or calls. Other tips include:

1. Always verify any requests and company details through the municipality’s official channels;
2. Never start with any works if you have not received an official, authorised municipal purchase order;
3. Never pay fees upfront for tenders or job orders;
4. Official emails will only include the domain name .gov.za, the municipality does not use email addresses from Gmail, Hotmail, or any other such email providers;
5. Official communications will always include a landline number, not a cell number;
6. All bids are advertised on our website; and
7. Check the logo on any communications you may receive – the logo on fraudulent documents may be distorted, suspiciously small or large, the wrong colours, etc.

“Scammers are unscrupulous criminals who find increasingly clever ways to trick hard-working, honest individuals into parting with their hard-earned money,” Mapholoba concluded. “As the municipality cannot be held responsible for any incidents of fraudulent transactions, we encourage service providers to guard themselves against this type of crime and to immediately report any suspicious communications.”

There are several ways to report suspicion of fraudulent transactions:

• the Western Cape Provincial Fraud Line: 021 483 0931 or [email protected]; or the South African Police Service.
