The Government Pensions Administration Agency has paid Shula Developers R35.9 million to refurbish offices it has no access to. Dikeamo Architects has been paid R26.7 million to design internal office space in a building it has never accessed. The contracts escalated the cost of the purported lease of the Brooklyn Bridge office to be more than R1.2 billion. Attacq, the owner of the property, said it was not for sale.
